The new rules are some of the toughest ever made in the hopes of battling climate change. The EPA's Gina McCarthy saying power plants will have to cut carbon dioxide output by 30% by the year 2030. The new rules aimed at forcing industry to produce cleaner power sources.

(McCarthy) "We'll spur innovation in investment and we'll build a world leading energy economy."

The U.S. Chamber of Commerce is fighting the change, saying tens of thousands of jobs will be killed off and utilities will have to raise consumer prices, to help pay for the new gear they'll have to buy to be in compliance with the rules.
