The report by the FBI's counter terrorism division says the 2014 shooting of Michael Brown in Ferguson, Missouri spawned a domestic threat from "Black Identity Extremists" who have stepped up attacks on police.

Brown, an 18-year-old African American man, was shot in August 2014 after struggling with a white police officer who was later cleared of wrongdoing.

The report claims the extremist groups proactively target police and justify their actions with social and political agendas. Some say it shows racial profiling.

Deray Mckesson of 'Black Lives Matter' told the guardian the report echoes the days when the FBI tracked activist groups including the NAACP and those that opposed wars.
