1. President Barack Obama plans to announce today that the government will allow oil drilling 50 miles off Virginia's shoreline. However, it will reject some proposed drilling sites in Alaska. Up to now, only offshore drilling in the Gulf of Mexico was allowed.

2. Rhode Island is now eligible for federal aid for disaster relief, after the president issued an emergency declaration for the ocean state Tuesday. Days of rain have pushed rivers over their banks, closing roads and schools. State officials are bracing for what is expected to be the most severe flooding in a century.

3. Police in Washington say three people are now in custody after a drive-by shooting that local media reports killed four and wounded several others. The shooting happened early Tuesday evening, leading to a police chase that went back and forth between D.C. and Maryland. A motive remains unknown.

4. Mexican authorities say the suspect arrested last week in connection to the murders of three people linked to the US Consulate has confessed to being a lookout. The suspect suggested that one of the victims, an El Paso jail officer, was the target of the attack. His wife and the husband of a US Consulate worker were also killed in the shooting.
