Excess and loosely secured weapons and munitions1 worldwide pose a security risk and humanitarian2 threat through illicit3 diversion to terrorists, insurgents4, and other destabilizing actors. Landmines5, unexploded ordnance6, and other explosive remnants of war not only kill and maim7 thousands of people every year; they stand in the way of post-conflict stabilization8 and reconstruction9, and inhibit10 long-term development.
