10-15-2010 The Central Committee(中央委员会) of the Communist Party of China is to meet in Beijing. Members will discuss proposals for the country's 12th Five-year plan and the term "inclusive growth" is expected to be the new buzz word.
The concept was created and first advocated(提倡,主张,拥护) by the Asian Development Bank. President Hu Jintao has recently made some remarks on inclusive growth, triggering speculation1 that the government is refining its development strategy to include the concept.

The World Bank estimated China's Gini coefficient, a main gauge3 of income disparity, surged to 0.47 in 2009, exceeding the warning line of 0.4. Three decades ago it was below 0.22.
That's why observers believe the 12th five year plan will focus on redistribution of wealth and increase the earnings4 of low income families.
