 　　Financial Secretary, Chairman of the Hong Kong Trade Development Council, my lords, ladies and gentlemen, I am delighted to be with you this evening and to have the opportunity to say a few words about the UK's trade relationship with Hong Kong.

　　财政司司长，香港贸易发展理事会会长，阁下，女士们，先生们，我很高兴今晚有机会讲几句英国和香港的贸易关系。

　　The Hong Kong Trade Development Council's Annual Dinner is not only a very enjoyable occasion and one of the major events in the UK s business calendar, but it is also a celebration of the ongoing¹ trade relationship between the UK and Hong Kong.

　　香港贸易发展理事会的年度晚宴不仅仅是喜悦的日子和英国商界日程的重要事件，还是英国和香港持续关系的庆祝日子。

　　As Minister for International Trade and Investment, I am especially pleased to be here tonight. When the Prime Minister appointed me as the Trade Minister it was a first for joined-up government—bringing together at ministerial level the two Departments, the FCO4 and DU which—through British Trade International—support exporters and investors², at home and overseas. The Prime Minister was very clear—he wanted exporters and international investors to have a single voice within government. I am determined³ to raise that voice whenever I can. It is this agenda—how to make globalization work for all of as that is so challenging in the current round of negotiations⁴ in the World Trade Organization.

　　作为国际贸易与投资部长，我今晚很是高兴。首相委任我为贸易部长是第一个政府跨部门的工作---将两个部门，FCO和DTI一起提升到部级水平---通过英国国际贸易署---支持国内和海外的出口商和投资者。首相非常清楚---他希望出口商和国际投资者在政府内有独立的声音，我会尽我最大努力提高这一声音。以下为日程---如何在现一轮世界贸易组织的挑战中让全球化为我们工作。

　　This audience in particular understands that, like all other economies, we face a new and much accelerated global economic challenge. Fueled by knowledge and innovation, the international market place is more rapid and comprehensive than ever before.

　　I know that some find these developments worrying.
