 White House press secretary Jay Carney says while the US has no interest in delaying tactics in terms of proposals for Syria to place its chemical weapons stockpile under international control. He's also aware putting together such a plan will take some time. 

We are doing the responsible thing here, which is testing the potential here for success of resolving this matter of Syria's position of chemical weapons, and deterring¹ Syria from using chemical weapons again through diplomatic means. 

Carney making his remarks following president Obama's address to the American people last night, which he announced US military action will be placed on hold to explore a diplomatic solution. The White House says the well-known plans put a time line on the possible diplomatic resolutions to Syria's crisis, while the administration says the military option remains² on the table. 

More than 100 Syrian refugees left for Germany today, the first organized refugee movement from Lebanon. Germany is the first in Europe to agree to provide resettlement for 4,000 Syrians. NPR's Deborah Amos reports from Beirut.
