It will be a key framework document to guide and boost SOE reforms.
As part of the reform, some enterprises will be developed into commercial interests, while others will mainly serve the interests of the public.

Three Chinese Injured in Mecca AccidentThree Chinese pilgrims have been confirmed injured in the crane accident at the Grand Mosque11 in Mecca.
The State Administration for Religious Affairs says one from northwest China's Gansu province was slightly scraped after he slipped on the ground while the other two from the neighboring Xinjiang Uygur Autonomous13 Region suffered leg injuries after being hit by falling debris14.
Those two are still in hospital receiving treatment.
There are about 14,500 pilgrims from China's Xinjiang, Ningxia, Gansu, and Yunnan in Mecca for religious rituals.
At least 107 people were killed and 238 injured when a crane toppled over at the Grand Mosque on Friday, less than two weeks before the annual haj.
Chinese air force's aerobatic show attracts 60,000 spectatorsA three-day aerobatic show wrapped up on Sunday in Changchun, the capital of Jilin Province.
Aerobatic teams from the Chinese Air Force and the Air Force Aviation University participated in the event.
Air Force Aviation University trainer Zhang Xinmin says the event inspired the university's pilot trainees15.
"I think the show was successful. It inspired young aviation enthusiasts16 and gave them a feast for their eyes. It also encouraged our new students to study diligently17. It gave students that will become combat troops an idea of what their missions will be like -- that they should be able to fly like this in order to defend their homeland in the future."The event was open to the public, and has attracted almost 60,000 spectators.
Tianjin starts appraising18 apartments damaged by blastsThe government in Tianjin has begun the process of appraising the apartments that were damaged in the explosions near the city's port last month.
Local authorities say Fangda Real Estate Appraisal19 Company has been selected to assess apartments in seven residential20 compounds where more than 17-thousand units were damaged.
The company will determine whether an apartment can be rebuilt or if the owner will be bought out because the damage is too extensive.
The appraised21 value will be compared to the contract value of the apartment, and the higher value will be used as the buyback price.
On top of that, 30 percent will be added as compensation.
Two explosions tore through a warehouse22 in the eastern Chinese city on August 12th. 165 people have been confirmed killed, with eight others listed as missing.
Hundreds of people remain in hospital.
China's cloud computing23 to boost trade tiesInternet elites24 gathered at the Online Silk Road Forum25 this week, a part of the 2015 China-Arab States Expo in northwest China's Ningxia Hui Autonomous Region.
Those at the forum explored new approaches of doing business with countries along the Silk Road Economic Belt, especially those from Arab countries.
The mayor of a city in Ningxia says he thinks there should be focus on building an online Silk Road in parallel to the physical counterpart.
"Along with the land and maritime26 Silk Roads, we should engage in building the online Silk Road. The construction of the online Silk Road is realistic and quick. The Internet asks for small investment, and has quick results."China hopes to boost trade volume with Arab countries from 240 billion U.S. dollars in 2013 to 600 billion U.S. dollars over the next decade.
Many believe the Internet can help achieve that.
Ningxia is putting in significant effort to develop its cloud computing industry, which could help boost the development of the online Silk Road and strengthen ties with the Arab countries.
China-ASEAN Information Harbor Forum Opens in South ChinaOn Sunday, the China-ASEAN Information Harbor Forum kicked off in Nanning, capital of south China's Guangxi Zhuang Autonomous Region.
The two-day forum seeks to create more cooperation between government, companies, and scholars in the fields of e-commerce, Internet security and cultural industries.
More than 200 people attended the event, including senior leaders from the Chinese government, ministers of several Southeast Asian countries, as well as executives with China's Internet giants, including Tencent, Alibaba and Sina.
Consensus reached at Thailand-China railway cooperation talksChina and Thailand have reached broad consensus over railway cooperation.
Many issues, including feasibility studies, detailed27 route design, engineering, procurement28 and construction & financing have been discussed during two-day talks which ended on Saturday in Bangkok.
The Thai side spoke29 highly of the feasibility study report of the first phase of the project, presented by the Chinese delegation on Aug. 31. The two sides agreed that a report on the second phase of the project will be submitted on Oct. 15.
The two sides have also reached consensus on their intergovernmental railway cooperation framework, which is expected to be signed during the next meeting in Beijing in late October.
China and Thailand last year signed a memorandum30 of understanding on jointly32 developing a medium-speed railway system that connects northeast Thailand's Nong Khai province, the capital of Bangkok and the eastern Rayong province.
China's industrial output up 6.1 pct in AugustChina's value-added industrial output expanded 6.1 percent year on year in August.
The growth rate was up slightly from 6 percent in July.
The National Bureau of Statistics attributes the month-on-month increase to improving performance in key industrial sectors34 and accelerated growth in high-tech35 industries.
The bureau says despite the growth, industrial output still faces remarkable36 downward pressure due to flagging demand.
Year-on-year growth in the first eight months stood at 6.3 percent, the same growth level as the first seven months.
China's Auto12 Market Sees Drop for the Fourth Month in AugustIn the first eight months of 2015, China's auto production has dropped year on year to 15.1 million vehicles, while sales are down slightly to 15 million.
The China Association of Automobile37 Manufacturers says this is mainly because of the country's economic slowdown and purchase restriction38 policies set in major cities.
Lu Weisheng, a senior official from the National Development and Reform Commission, says the situation may be more grim in the future.
"The growth rate of China's auto production has dropped from 24 percent between 2000 and 2010 to around seven percent between 2010 and 2014. China has seen zero growth on auto sales in the first eight months this year. The prospect39 is not cheerful and the competition is going to be more fierce in the future."Many automakers have started to reduce their dealers41' stock of vehicles or subsidize their dealers.
However, some automobile dealers say this measure can only improve the current situation in the short term--what they need long-term is a proper intervention42 from the government.
China Launches Communication Experiment SatelliteChina has successfully launched a satellite that will be used to conduct experiments related to broadband communications.
The orbiter is the first of its kind for China.
It was launched from southwest China on Saturday night, at the Xichang Satellite Launch Center.
The satellite was carried by a Long March-3B rocket, marking the 208th mission of that family of rockets.
West China Exhibition Held in AustraliaAn exhibition named "Color of West China, Thangka and Painting Exhibition" has opened in Sydney.
The show is part of a Chinese cultural exchange project in Australia and New Zealand.
It displayes 14 Thangkas and 40 other paintings of natural scenery, folk traditions, and religious beliefs in West China.
Thangka is a form of Tibetan Buddhist43 painting on cotton, or silk appliqué, usually depicting44 Buddhist deity45, scenes, or mandala.
Of the 40 paintings on display, the majority are traditional Chinese water-and-inks, canvasses46, woodcuts and watercolors.
The exhibition hosts, China's State Council Information Office and the Chinese Consulate-General in Sydney, hope to further the understanding and friendship between the two countries through this exhibition.
Beijing to sound sirens for air raid drillAir raid drills are to be conducted in 10 suburban47 districts across Beijing on September 19th.
Sirens will be sounded next Saturday in outlying districts of the capital including Fangshan, Tongzhou, and Daxing.
The Beijing Civil Defense48 Bureau has issued this warning about the upcoming drills, telling locals to be prepared for them, and not to panic when they happen.
The drills will include evacuations and protection protocols49 for important facilities across the city.
Strictest car crash standard assessment50 put into use in ChinaAnchor:
Results have been released from crash tests of seven models of new vehicles, under the China New Car Assessment Program.
CRI's Wang Mengzhen has more.

Among seven tested car models, three were graded "five-star" including Mazda's Atenza, RuiTeng from SAIC Motor and Great Wall Motor's Haval, while three others were rated "four star" and one "three star".
This is said to be the strictest assessment imposed by China Automotive Technology & Research Center so far.
Director of the C-NCAP management center Zhao Hang says the revised testing standard raised the "five-star" and "four star" threshold.
"As the drafter and maker40 of the standard, we keep raising it to push up the technological51 level of vehicle safety, and technological improvement will in turn push up the standard. So the current five-star standard has a higher technological level than the previous five-star version."The 2015 C-NCAP crash standard has also highlighted the safety for motorists' head and neck.
Liu Yuguang, director of the test evaluating department of the center, elaborates on the new requirement.
"We tested seven vehicle types this time, and none of them got a full mark in head and neck injuries tests. In comparison, a considerable proportion of old models received full marks, which means the 2015 standard for head and neck safety has more strict requirements"At the same time, Liu Yuguang reveals that one-third of over 100 vehicle models rated "five-star" under the old rule will be downgraded to "four star".
"If it causes a fire within three minutes after the crash test, we will downgrade the vehicle, as fire is potentially a big threat to personal safety. Internationally, there is no precedent52 for such a standard on fire and star-rating downgrading."According to the testing procedures, the center buys vehicles directly from the market and then puts them to multiple tests including emissions53, fuel consumption, three different types of crashes and whiplash.
The rating process has taken two months.
The current C-NCAP crash assessment is in line with the European standards and it is reported to be higher than most existing mandatory54 ones around the world.

Chinese Language in Russian SchoolsAnchor:
Starting from 2016, Russia will include Mandarin55 as an optional foreign language in its higher education system. Students will be able to choose between English, French, German, Spanish and Mandarin when they take college entrance exams. The experiment will run in several Russian regions, including Moscow and St Petersburg.

Ekaterina Arkhipova is one of several students who chose to study Mandarin as a foreign language at her school in Moscow. During her first lesson, she is very keen to learn the language.
"Chinese is a very difficult language - even after studying it for a few years some new Chinese characters appear that need to be learnt and this language doesn't come easy for many, many people can't study it, can't pronounce it well - but I am good at it."Ekaterina believes that studying Mandarin is a good investment into her future. In the light of Russia's and China's growing cooperation over recent years, Ekaterina believes there will be a demand for Chinese-speaking specialists, like interpreters. Her teacher, Veronika Shaskova, agrees.
"I think the fact that Russia is developing its relations with China has a lot to do with that. Different contracts, agreements between Russia and China provoke this interest."Due to a growing demand in students wanting to learn Mandarin, Russia's Education Ministry56 has decided57 to add Chinese to a list of foreign languages test in Russia's Unified58 State Exam in 2017.
So far the list includes English, French, Spanish and German. High school students in Russia have to pass this test when they apply to college and university. So far it is an experiment but Yaroslav Kuzminov, from Higher School of Economics, says there is a lot of potential.
"As to when this can become an entrance exam along with English and French - this will happen as soon as we have 1500 people who know Chinese well and who can read in Chinese starting from their first year. We will continue working in this direction and I think we are, as a country, interested in this."The experiment will run in several Russian cities, in Moscow, St.Petersburg and in the far eastern city of Khabarovsk. However, Russian education authorities plan to make foreign languages a mandatory subject in the test, which includes 14 different disciplines, by 2020.

Saudi King Visits Site of Crane CollapseSaudi Arabia's King Salman has visited the site of the crane collapse59 at the Grand Mosque that killed 107 people.
Local media says the King also visited the injured at a hospital in Mecca.
"I came today first, to check what happened and how it happened. And to be with citizens during this time and to say their King is always honored to serve the Two Holy Mosques,and this has been the case since the era of the late founder60 King Abdulaziz until today. "The King says results of the accident investigation61 will be made public once they become available.
Saudi Arabia on Saturday blamed the crane accident on heavy winds.
Cranes crowd the skyline in Mecca as much of the city center is undergoing construction. The Grand Mosque itself is being expanded and renovated62.
An unnamed Saudi official has been quoted as saying the annual Haj pilgrimage will continue as planned.
Jeremy Corbyn Elected New Leader of UK Labour PartyAnchor:
Long-time left-wing veteran politician Jeremy Corbyn has been elected leader of UK's Labour Party.
CRI's London correspondent Duan Xuelian with more on what is widely seen as a swing to the left for the largest opposition63 party in parliament.

During the build up to the Labour Party leader election which took place last Thursday, Jeremy Corbyn took British politics by storm. Entering the Labour Party leadership competition in the last minute, the left-wing MP ended up winning nearly 60% of more than 400,000 votes.
It is the first time for the Labour Leadership election to employ the "one member one vote" system, allowing anyone to register to vote in the leadership election by paying a 3 pound fee online. Results show that over 80% of this new category of voters voted for Corbyn.
"During this amazing three months, our party has changed. We've grown enormously because of the hopes of so many ordinary people for a different Britain, a better Britain, a more equal Britain, a decent Britain. They're fed up with the inequality, the injustice64, the unnecessary poverty. All those issues have brought people in in a spirit of hope and optimism."The 66-year-old Corbyn has been a backbencher in the House of Commons for over 30 years and has been described as a "rebel" inside his own party.
Corbyn's election is seen as a broad rejection65 of the centrist "New Labour" consensus that dominated the party during the Premierships of Tony Blair and Gordon Brown.
Former Labour Leader Ed Milliband who resigned following Labour's 2015 General Election defeat, says Corbyn will have to face the great challenge of uniting an increasingly divided Labour Party.
"I will be offering Jeremy Corbyn my support and I hope people across the Party do so too. I hope also that Jeremy reaches out to all parts of the Party because he as a big job to do to seek to unite the Party and I believe he doesn't intend to do that and I hope he does."On the Government side of the bench, Conservative Defence Secretary Micheal Fallon has described the new opposition leader as a risk to Britain's national security.
"This election shows that Labour now poses a very serious risk to our security, our national security, because they'll undermine our defences; to our economic security, because the will be taxes on jobs, on earnings66, and more borrowing, and the security of every family that will affect every working people."In his acceptance speech, Jeremy Corbyn promised that Labour will take the fight directly to the Conservative Party.
A few hours after winning the election, Corbyn addressed a rally in central London calling the government to welcome more refugees.

The text of a final agreement is to be sent out on Sunday, following a dialogue that began on Thursday.
Over the next two days, the UN is hoping leaders in Libya can reach an agreement on a unity68 government and end divisions that have split the country following an uprising that toppled former leader Muammar Gaddafi.
The UN- brokered69 political agreement was initialed in July by the Tubrok-based parliament alongside representatives of political parties, municipalities, and civil society groups, whereas the Tripoli-based General National Congress did not join the accord.
Germany's Merkel sees need to cooperate with Russia on SyriaThe German Chancellor70 says her country and other western European powers need to work with Russia as well as the United States to solve the crisis in Syria.
She was speaking on Saturday before a meeting of the German, Russian, French and Ukrainian foreign ministers in Berlin to discuss the Ukraine crisis, although the four are also expected to touch on Syria.
German Foreign Minister Frank-Walter Steinmeier and Russian Foreign Minister Sergei Lavrov had a lengthy71 exchange about Syria on the sidelines of the meeting.
It's been reported that both ministers agreed to give firm political support to the U.N. Syrian envoy and his plan to create a Syrian contact group.
Demonstrators in London Demand Government to Take More RefugeesAround 90,000 people marched on the streets of London on Saturday to demand the government take in more refugees.
Marianne McNichole, a demonstrator, says the UK extended help to refugees in the 1930s and it needs to continue that humanitarianism73 now.
"We need to be kinder, more humane74, more compassionate75. That's what we want to see, a society that is kinder and more compassionate. Britain is a wealthy country, so Britain can really afford to take in many, many refugees."British Prime Minister David Cameron announced earlier that Britain will accept 20,000 Syria refugees by 2020.
India and Australia Commence First Joint31 Navy ExerciseThe inaugural76 bilateral77 maritime exercise between India and Australia is underway.
The weeklong exercise in the Bay of Bengal, off India's eastern coast, includes a harbor phase and a sea phase. Scheduled activities include practical demonstrations79, professional interactions, fleet maneuvers80 and coordinated81 anti-submarine exercises.
Three navy ships from each side will participate in the drill.
India's Flag Officer of the Eastern Fleet, Rear Admiral Ajendra Bahadur Singh, says the exercise is aimed at ensuring peace and security in the region.
"Despite being the first bilateral exercise between the two navies, our aim is to strengthen the professional interaction both in harbor and at sea and both our navies aim to further the goals of peace and security in the region and build a lasting82 partnership83 towards ensuring that our two navies and the nations maintain and further our shared maritime interests."Head of Navy Capability84 for the Royal Australian Navy, Rear Admiral Jonathan Mead85, also commented on the significance of the joint drill.

India will also take part in joint naval89 exercises with Japan and the US in October.
Colombian, Venezuelan FMs to Discuss Border Crisis in EcuadorThe Venezuelan and Colombian presidents have agreed to discuss an escalating90 border crisis between the two countries on the invitation of Ecuadorian Foreign Minister Ricardo Pati?o.
Pati?o says the talks may help alleviate91 the tense situation.
Right before the meeting between the two presidents, the Colombian and Venezuelan foreign ministers will meet to discuss ways to resolve the major issues fueling the border crisis.

Shortly after the police arrived, Jewish hardliners entered the compound.
Al-Aqsa is the third holiest site for Islam. Its location is also revered92 by the Jewish people as the site of their biblical temple.
The holy compound has become a flashpoint for violence between Israelis and Palestinians.
Last week, the Israeli Defense Minister outlawed93 two Muslim groups which have protested against visits by Israeli Jews to the site.
Northern California Wildfires Injure 4 Firefighters, Force Thousands to EvacuateA fast growing wildfire in northern California has injured four firefighters and forced the evacuations homes. Thousands of people have been displaced.

New Singaporean Cabinet to Form in Two Weeks: PMSingaporean Prime Minister Lee Hsien Loong said on Saturday that he will form a new Cabinet in the next two weeks. His comments came after his People's Action Party witnessed a landslide95 victory in the general election on Friday.

Apple has unveiled a slew of new products, including a larger iPad tablet, a TV box with its own app store, and new iPhones with 3D touch technology that can detect how firmly the screen is being pressed.
Chief Executive Tim Cook has unveiled the new products at the company's annual product release in San Francisco.
"Today we have the biggest news in iPad since the iPad and I am thrilled to show it to you. This is the iPad Pro1."The iPad Pro is aimed mostly at business customers.
The release of the iPad Pro comes amid a decline in the overall sale of iPads.
Meanwhile, Apple's new phones, the iPhone 6s and 6s Plus, with the new '3D touch technology' go on sale here in China and other parts of the world in just over 2-weeks.
====Baidu has launched a new virtual assistant program, Baidu Secretary.
Baidu CEO Li Yanhong says the virtual assistant program, called "Du Secretary," is a virtual program which will be able to learn from its user.
"It's different from other intelligent robots in the market, which tell you jokes and make you laugh. But Baidu secretary is here today to serve each of us."Baidu says its virtual program will be different than Apple's Siri or other similar assistant programs, as it will get to know its primary user, and will be able to better serve the user the more it interacts with them.
"Du Secretary" is going to be available in the latest 6.8 version of Baidu's mobile search app.
===China's space administration says it's planning to become the first to land a lunar probe on the far side of the moon.
A scientist with the program says the mission will be carried out before 2020.
The dark side of the moon, is never visible on Earth because of gravitational forces.
Chinese space authorities say they hope to get a better sense of the geological conditions in that area.
China became the third country to soft land a spacecraft on lunar soil two years ago, after the former Soviet99 Union and the United States.
A Chinese probe designed to collect lunar samples and return to earth is set to be launched in 2017.
===New standards are set to be released by Chinese authorities for the next-generation of mobile communications technology.
The 5G technology may be available by 2018.
The testing is set to begin sometime next year.
The technology is expected to offer users bandwidth as high as 10 gigabytes per second, which would be 100 times the current 4G levels.
China Mobile says 5G will allow for more applications.
Right now around 250-million people in China use the current 4G networks.
====Astronomers100 at the University of California, Irvine have a more focused image of the formation of the earliest galaxies101 500 million years after the Big Bang.
Astronomers used about 10 years of data from the Hubble Space Telescope to create "one mosaic102 image of the sky."They then removed all of the stars and galaxies.
Using statistics with the new image, they were able to get a better image of the fainter galaxies from the universe's earliest days.
In essence, the scientists were taking a look back in time to the "epoch103 of reionization," a few hundred million years after the Big Bang.
The most significant finding from the new data is that there are early galaxies that are "much more different" than the familiar ones such as the Milky104 Way.
====Scientists at Freiburg University of Mining and Technology in Germany have found a revolutionary way of extracting the precious element germanium from plants.
Biology professor Hermann Heilmeier is one of the scientists using common plants for this uncommon105 process.
He explains how the method works:
"What is being cultivated in this field are various energy crops -- for example sunflowers, corn, reed canary grass - but instead of using them for energy purposes we want to use them for phytomining. In German we call it 'mining with plants'. We want to bring elements that are present in the soil into the roots and shoots of the plants, harvest them and then extract these elements from the plants after they have been used for energy, that is to say fermented106."The process is still in its early stages, but Heilmeier says they have now identified the plants that could allow them to scale-up the attempt.
Germanium is a semi-conductor and is able to transport electrical charges extremely quickly.
Nowadays, silicon-germanium alloy107 is indispensable to modern life, crucial in making computers, smartphones and fibre-optic cables.
Transparent108 in infra-red light, germanium is also used in intelligent steering109 systems and parking sensors110 for vehicles.
Although germanium is present in soil all over the world, it is difficult to extract.
====Canadian company Thoth Technology has announced plans to build a 20 kilometer tall space elevator tower to propel spacecraft into the atmosphere.
The company says its ThothX Tower will allow for a major cost reduction in space flights by helping111 navigate112 the difficult first 50 kilometres of travel that traditionally requires rockets.
Thoth Technology has been granted a United States patent for an elevator which is pneumatically pressurised and actively-guided over its base.
It would stand more than 20 times higher than the world's largest man-made structure - the 829.8 metre tall Burj Khalifa in Dubai.
The tower will be built with reinforced inflatable sections.
====A new app called Try It On enables users to test cosmetics virtually.
Using facial recognition technology and specialized113 algorithms, consumers can snap a selfie or upload a photo, scan the bar codes of makeup114 products on their phone, and instantly know how the product looks on them.
Creator Ruth Gal78 and her team worked with technologists and the latest facial recognition software to develop the app:
"We are analyzing115 the facial feature and also we are analyzing the pigmentation from 26 different dots on the face and we are doing an average skintone. And then we extract the eye color and hair color in order to gain specific characteristics for each customer. Then we blend together all those parameters116 with the attributes from the products."Gal says developing a program that defines every person's features and truly shows how the properties of different cosmetic97 products will look - is a major achievement.
Try It On works with 12 well-known cosmetics brands including Revlon, L'oreal and Cover Girl ... And it works with nail polishes as well.
The app recently launched in the U.S. and is featured in Rite117 Aid drugstores as well as Walmart. ====The U.S. Department of Energy has green-lit the construction of a 3.2-gigapixel digital camera for the Large Synoptic Survey Telescope or LSST.
Once complete, it'll be the world's largest camera and will be about the size of a small car and weigh more than three tons.
To put the extraordinary 3.2-gigapixel resolution in perspective - it would take 1,500 high-definition television screens to display a single picture snapped by the camera.
The LSST will be used by astronomers to study everything from the Big Bang to the motions of nearby asteroids118.
The LSST is expected to detect tens of billions of objects over the course of a 10-year span.

Monster Hunt becomes highest grossing movie in ChinaLocal movie Monster Hunt has beaten Fast and Furious 7 to become China's highest grossing film of all time.
The film has taken just over 2.428 billion yuan ($380 million) since its release in July. Fast and Furious 7 's takings are 2.426 billion yuan.
Monster Hunt is the first local film in two decades to hold the top spot.
In the first eight months of this year, China's movie theater takings hit over 30 billion yuan ($4.71 billion) already surpassing 2014's entire total. Local movies have accounted for 60 percent of total ticket sales in the country so far this year.
It's been predicted that the Chinese film market could overtake the United States to become the largest in the world within the next three years.
