China Provides Special Funds to Support China-ASEAN Internet CooperationA new fund is being set up to help build better internet and telecommunications infrastructure5 between China and Southeast Asia.
Xu Yu with the Chinese Cyberspace7 Administration says the fund is one of a number of projects which are being worked on among China and ASEAN countries.
"China and the 10 ASEAN countries have also been talking about how to better-develop cross-border payments and logistics. This coincides with the creation of a cross-border E-commerce park, as well as pilot projects in Guangxi."The so-called Information Harbor Initiative was launched last year.
It's meant to help establish better information sharing and trade among China and ASEAN countries.
Opportunities and Challenges for Chinese Helicopter MakersAnchorNew calls are being made to try to groom10 more domestic helicopter producers.
This follows a major helicopter expo this past week in Tianjin.

ReporterMany taking part in the now-concluded China International Helicopters Expo in Tianjin say they're excited about the possibilities in the helicopter market here in China.
Among them is Larry Roberts with US-based Bell Helicopter Textron.
"So if you look at the ratio, the possibility in China is tremendous. When it comes to provide service, provide air medical transport, provide fire prediction, provide security and aid relief in a major earthquake, helicopters can provide tremendous services in China and I'm sure this future is not far away."In China, Airbus Helicopters currently dominate, holding around 40-percent of the market share.
It's orders this year have doubled compared to last year.
Airbus is hoping to up its market share to 60-percent in the next 5-years.
Norbert Ducrot, President of Airbus Helicopters China, says they're also looking beyond just sales.
"Helicopter market in China is very competitive. You know the market is very open. Today, we need to develop our network of assembly center and training center to make sure that we can train properly all the pilots for the safety of the flights. We need to provide not only the helicopters for the customer, but also become a service provider to make sure the helicopter operator can operate and do business with its helicopter."The dominance of foreign helicopter producers in China is creating new calls for better domestic production.
Yu Feng with the Aviation Industry Corporation of China says China's domestic helicopter industry needs to step up.
"As the government gradually opens the low-altitude airspace, the civil helicopter market is going to grow. But are we ready for that? It's a challenge for us. China's helicopter industry needs to be more competitive in the years to come."Xi Jiasheng, researcher with the Aviation Industry Corporation of China, says the development of the local helicopter market will require outside help for now.
"We have to step up our game. But we're going to require outside help to start with. Our new AC352 model is the result of joint-cooperation with France. We need to learn both design and management experience from foreign producers."There are currently only around 700 non-military helicopters operational on the mainland, Hong Kong, Taiwan and Macao.
This is just 1.5 percent of the world's total.

Chinese Navy Fleets Leave for China-Malaysia Military DrillA first-of-its-kind naval11 drill involving Chinese and Malaysian forces is set to get underway later on this week.
Chinese naval vessels13 are set to take part in a series of anti-piracy drills in the Malacca Strait.
Military observer Yin Zhuo says the location of the drills makes sense.
"The Malacca Strait has long been plagued by pirates. In 2014, 50-percent of the world's pirate attacks happened around the Malacca Strait. And in most cases, the attackers are savage14. They'll kill, rape15 and rob without a thought. This is why I think the international community should be coming together to deal with these people."The Chinese navy is sailing a missile destroyer, a frigate16, a hospital ship, as well as four transport planes and three helicopters to the drills, which are set to begin on Thursday.
Inside China's Mini-plastic Surgery IndustryAnchorLeading doctors here in China are calling for better regulations to crack-down on the growing number of unlicensed "beauty clinics" in the country.

ReporterMiss Zhang's nightmare began after she saw a WeChat promotion19 last year which advertised a "lipo-dissolve treatment."This is a cosmetic20 injection which claims to be able to slim down a person's face, as well as help them lose weight.
"Two weeks after my first injection, my cheeks started to swell21 up. Then after several days, puss-filled boils began appearing on my face, and started getting bigger. They were hard. Three days later, more began appearing. The injections have caused permanent damage to my face. I am basically disfigured. Of course, it has affected22 my life and work."Miss Zhang is just one of a growing number of Chinese women who have used cosmetic injections, or as they're known in China, mini-plastic surgeries.
However, this has also led to more and more women being left with physical and emotional scars after failed procedures.
Another area of concern is the so-called medical cosmetology training schools.
They promise students fast-fortunes through their courses.
The "Deli School" in Beijing requires students to pay nearly 9-thousand yuan, or around 14-hundred US dollars, to take a 4-day course.
As part of it many of the students will undergo the cosmetic procedures themselves.
Instructors23 at the school make students, who most-often have no medical training, give injections to one-another.
At the same time, the instructors also give lessons on how to dupe their clients.
"In the summer, you should tell the customers to avoid too much sun and carry an umbrella when going out. A month after you put them through the whitening injections, even if the effect isn't obvious, the customer's skin will still be lighter24, simply because you tell them to protect themselves from the sun. It's only you who will know the effect is not from the injections. It's all subliminal25 marketing26."Here in China, the Internet is full of products targeting people who want to look younger.
Often times the websites will claim the products they're selling are imported from abroad.
In some cases, they'll even arrange appointments with so-called "doctors" from the mainland, Taiwan or South Korea.
Doctor Chen Huanran, senior plastic surgeon with Peking Union Medical College, says its claims like this which authorities should be cracking-down on.
"Food and medical products are part of people's lives. I think anyone found operating an illegal clinic should be blacklisted and banned from the cosmetic surgery business. Performing cosmetic procedures without a license17 is is illegal. I also believe licensed18 medical personnel who are found side-lining in unlicensed clinics should have their medical licenses27 pulled for half-a-year to several years."China is now the 3rd largest market in the world for cosmetic surgery behind the United States and Brazil.
Independent research is suggesting people in China are going to spend as much as 9-billion US dollars on cosmetic surgery a year in the next 3-years.

Chinese Doctors Find Ways to Treat Blinding Eye DiseasesChinese doctors are touting28 a new medical procedure which can treat a form of macular degeneration.
Doctors with the Third Military Medical University have developed a new procedure which can transplant stem-cells to treat hemorrhagic senile macular degeneration.
It's a condition which can lead to blindness.
"We're using a new technique, which involves removing the patient's damaged blood vessel12 in their eye. Then, we put in a retinal epithelial cell developed from the stem cell to the area of the eye where the blood vessel was removed. The procedure has found that after a few months of recovery, a patient's vision can recover to 0.15."The new procedure has been conducted on 8 people so-far, with all of them able to maintain their eye sight.
Cheating in Car Inspection31 RampantAnchorIt's been revealed certian vehicles which have failed emission32 tests here in China have been allowed to hit the roads in certian parts of the country.

ReporterAn undercover probe conducted by China Central Television has revealed just how easy it can be to obtain fraudulent inspection certificates.
Reporters in Shandong's capital, Jinan, were able to obtain fake emission permits from local garages, as well as in local shopping centers.
"Don't worry. You don't need to have your car fixed33. I'm sure we can get it through inspection. You don't have to pay until I can take care of it. It will only cost you 200-yuan.""150 yuan will be given to the guys at the testing station. I'll take the rest. They need me to introduce you. These guys are in-charge of exhaust testing."As per the rules, the testing is monitored by video cameras installed by the local environmental protection bureau.
However, the probe by CCTV has found the Inspection Center's director has revealed they've found a way to bypass the observers.
"We've found a way to get past the cameras. We've installed a switch at the end of the exhaust testing pipe. All we do is turn it off during the tests."Managers with the inspection center are also suggesting the testing equipment itself can be tampered34 with.
"There are different methods. Equipment makers9 can help you deal with it. On top of manipulating the hardware, the software can also be configured. It's not that tough."Around 40-percent of the machines used to test vehicle emissions35 in China are produced by Shenzhen-based Anche Technology.
Wang Hongliang is the head of Anche's Shandong branch.
"The manipulation of the software in our systems appear to be very well done. Our equipment, when unhampered with, stand up to national standards. But they've found a way to manipulate the data, which even the authorities with the environmental protection bureau can't detect."The undercover expose by China Central Television has found at least 20 vehicle inspection centers in Shandong, as well as Guangdong, Liaoning and Zhejiang have been running similar scams to the one revealed in Jinan.
Authorities have yet to comment on the report.

10 Dead in Pakistan BlastAt least ten people have been killed in a blast at a bus terminal in central Pakistan.
43 others were wounded from the attack on Sunday night in the city of Multan.
Regional Police Officer, Tariq Masood, says an investigation36 team in rushing to the scene.
"We are going with a forensic37 team towards the scene. As we collect evidence from the scene, we will let you know, but don't rush to conclusions."A police official has blamed the blast on a remote-controlled bomb, while another government official says it appeared to be a suicide attack.
Multan lies in a region dotted with thousands of religious seminaries, with several belonging to local al-Qaida linked militant39 outfits40.
Germany to start Austria border controlsTemporary border controls are being established along the German border with Austria.
This is meant to try to cope with the massive influx41 of would-be asylum42 seekers trying to enter the country.
German Interior Minister Thomas de Maiziere has made the announcement ahead of a meeting with his fellow EU ministers to discuss the massive influx of refugees into Europe.
"The aim of these measures is to limit the current inflows to Germany and to return to orderly procedures when people enter the country. This is necessary also for safety reasons."As part of the measures, trains between Germany and Austria have been suspended for 12 hours.
More than 13-thousand migrants arrived on Sunday in Munich.
34 refugees, almost half of them babies and children, drowned off a Greek island yesterday.
Bomb threat shuts down Munich railway stationThe city of Munich's main railway station has been evacuated44.
Simon Hegewald with the German city's police department says they're taking the threat seriously.
"Around 6:05pm a police dog trained to sniff45 out explosives has pointed46 something out close to the information point. We have to take this seriously and alarmed the police bomb squad47. Now they are going to investigate it in order to see if it's dangerous or if the location can be cleared again.
The bomb threat has forced officials in Munich to re-arrange the train schedule.
The Munich railway station is where thousands of would-be asylum-seekers have been arriving.
Anti-immigration sentiment has been growing in Germany in recent months.
A facility meant to shelter the growing number of migrants was torched last month outside Berlin.
Arab League FMs discuss Syrian crisisArab League foreign ministers have been meeting in Cairo to discuss the situation in Syria.
Among the concerns being addressed is the massive number of refugees attempting to flee the country into Europe.
Arab League Secretary General Nabil al-Araby is suggesting the Arab world is struggling to cope with its own migrant issues.
"The Arab countries and other countries which are hosting the Syrian refugees have done their best beyond their capacity. We all know that Jordan and Lebanon alone have more than three million Syrian refugees, which is more than their resources can cope with."Saudi Arabia is being singled out as a country which can still do more.
The Kingdom has taken in 2.5-million Syrians since fighting began four years ago.
Protesters rally against security bills in Japan's OsakaDemonstrators have gathered in the Japanese city of Osaka, protesting the government's proposed changes to the country's military strategy.
The protests themselves have taken place in different parts of Osaka, with one numbering around 20-thousand.
The changes to the country's constitution will allow Japan to create an offensive military force to come to the aide of the country's allies.
Clashes at 42nd anniversary of Chile coupClashes have broken out in Santiago, Chile commemorating49 the 42nd anniversary of the military coup48 that brought General Augusto Pinochet to power.
Protestors demanding more answers from the government about what took place during the 17-year dictatorship have clashed with police.
The demonstrations50 have taken place during a march to the Presidential palace.
The palace itself was bombed in 1973 as part of the military coup which saw president Salvador Allende overthrown51.

"It's been 42 years since the military coup. We are marching in remembrance because we should never forget. But mainly we are marching because we demand the complete truth and full justice."Pinochet's rule saw an estimated 40-thousand people jailed or killed for their political leanings.
Pinochet died in 2006 with around 300 outstanding charges still leveled against him.
He was arrested in the UK on international criminal charges, but was later sent back to Chile on the grounds of ill-health.
Foreign buyers fuel Ultra luxury property market in Beverly HillsAnchorFollowing a slight slump53 earlier this year, the ultra-luxury property market in the US appears to be picking up, as foreign buyers – mostly from Asia - snap up mega-mansions worth more than 20-million US dollars.

ReporterBrand new homes in Beverly Hills, with mandatory54 infinity55 pools, massive home theatres and dance floors made of teak, are being snapped up by foreign investors56 on the lookout57 for a "safe investment."Joyce Rey, Executive Director of Coldwell Banker Previews, one of the top brokerages in Beverly Hills says there is an explosion in the high end property market in the area.
"The market here is on fire. We have never seen anything like it. Last year was absolute record making and now already this year we are 67 percent ahead of last year. It is phenomenal when it comes to properties in excess of 20 million dollars. We see buyers coming from all over the world; from Asia, from the Mid58 East, from Europe, everyone demanding new construction. That's why the real estate speculators are building everywhere."Demand for mega-mansions and penthouses have grown in recent months as wealthy buyers - mainly from the Middle East, Russia and Mainland China - seek havens59 for their cash and search for alternative investments such as art and collectible real estate.
But Jade60 Mills, Ambassador for Coldwell Banker Estates Division says people are also chasing these so called "trophy61" properties – specially62 in Beverly Hills - in order to be part of the Hollywood glitz and glamour63.
"Beverly Hills is known all over the world. It doesn't matter where you go, if you say you're from Beverly Hills or you work in Beverly Hills, it doesn't matter where you are, everybody thinks that Beverly Hills is a very special place. We have a lot of people that want to be here now. People that have grown up all their lives in other countries want to be in Beverly Hills."According to auction64 house Christie's international real estate report published in April, five homes were sold for more than $100 million last year.
But this year at least 20 more have come on the market with nine-figure asking pricesMichael Corbutt, Real Estate and Lifestyle correspondent for NBC says a builder has to take a leap of faith when betting on this industry.
"There is a big trend in that where developers are coming in and they're spending money building very large homes with obviously no buyer already designated so that is what is considered a spec home. It's done on speculation65 and those homes are now coming in at the 20, 30, 40, 50 and higher million dollar range, in fact, one of the largest spec homes actually on record and will probably be the most expensive home in the world is coming on the market as a spec home at 500 million dollars."Usually wood is shipped in from Brazil or marble flown in from Italy to construct these houses that are over 20,000 square feet.
Despite concerns of a global economic slowdown, realtors are confident that demand for this kind of Ultra-luxury homes will continue, as the number of Dollar billionaires continue to rise at an astounding66 pace, especially in the developing world.
For CRI I'm Poornima WeerasekaraEl Nino Causes Record Temperatures and Low Rainfall in PanamaAnchorThe effects of the current El Ni?o weather cycle are prompting warnings from forecasters monitoring Central America, who suggest the region may be in for an earlier start to the winter dry season.

ReporterGatun Lake is one of the main sources of water for both Panama City and the Panama Canal.
Researchers from the Smithsonian Tropical Research Institute have collecting data on Barro Colorado Island.
It's an island on the lake which makes up the middle of the Panama Canal.
Steve Patton, Director of the Physical Monitoring Programme with STRI says the current El Ni?o cycle is setting records in temperatures and rainfall in Panama, and it is doing it a lot earlier than in previous years.
"The last really big one was in 1997-98, and this year the drought began two months earlier than in that event. So, if this event continues to develop as the 97-98 event did we could be much worse off."El Ni?o is already being blamed for the severe droughts in the province of Azuero in Panama, affecting crops and cattle.
ETESA is the public company in charge of the transmission of electricity across the country.
It's also responsible for compiling national weather data in Panama.
Berta Olmedo, ETESA's head of Meteorology, says the effects of El Ni?o are being compounded by climate change.
"This signal of the "El Nino" phenomenon is added to the signal of climate change, and that's why we are having, practically during the whole month, we have twenty, twenty two days, where the average minimums are exceeded, and the average maximums are exceeded."The Panama Canal Authority is also closely monitoring the effects of the current El Ni?o cycle, keeping a sharp eye on water levels.
Carlos Vargas with the Panama Canal Authority says water conservation measures are already being undertaken.
"In 102 years of records that we have, we have had the lowest flow of the Chagres river compared to 102 years of history. So, yes, a severe drought is happening in the area of the Panama Canal, but we are facing water conserving67 measures, in communication with our clients, and with an adequate handling of the situation."The water conservation strategies along the Panama Canal include dredging the lake, as well as reusing water from the lock chambers68 before allowing it to flow into the ocean.
The current El Nino-fueled drought is expected to continue until April or May.

ReporterConcerns about a slowdown in Chinese growth have been weighing on the US markets.
It's expected the markets, though, are mostly going to be volitile as investors brace71 for Federal Reserve policy meeting this week which is expected to announce an increase in interest rates for the first time in years.
The US Commerce Department will also issue the industrial output and business inventories73 data for August and July on the same day.
Consumer prices are expected to have remained unchanged in August after a slight rise in July.
Meanwhile, the US Commerce Department will announce its second-quarter current account data, together with August's numbers for housing starts and building permits on Thursday.
Currency markets coming off the downturn in the Renminbi this past month in August are now all about the Fed and the dollar.
The dollar has mostly treaded water for the past two weeks and looks likely to keep that up through Thursday.
Friday will see the Conference Board issue its Leading Indicator75 Index for August, which is expected to have risen 0.2 points in August.
On the corporate76 front, companies, including UBS, Nasdaq, Citigroup, JPMorgan and Morgan Stanley, are speaking at the Barclays Financial Services Conference from Wednesday through Friday.
Software maker8 Oracle77 Corp is expected to report on Wednesday a small drop in its first-quarter revenue.
Adobe78 Systems, the maker of Photoshop, is expected to report third-quarter results on Thursday. Its profit is expected to be slightly above analysts79' average estimate.
[BJH/BIZ/Call-in with Mike] China issues guideline to deepen SOE reformsAnchorA new broad-based blueprint80 for the reforms of the State-Owned sector here in China have been unveiled.
A new document released by the State Council is suggesting at least some of the SOE's here in China are going to be privatized.
The thrust of the new plan involves turning some of the over 100 centrally-administered SOE's into mixed-ownership companies.
Authorities have not made clear how many of the state-run companies will be put under the public-private partnership81 scheme.
The framework suggests the plan is going to be achieved by 2020.

China's Jan.-Aug. fixed-asset investment up 10.9 pctNew figures show fixed-asset investment in China has grown just under 11-percent through the first 8-months.
The 10.9-percent figures is down slightly from the 11.2-percent growth through the first 7-months.
A slowdown in property and manufacturing investment is being cited as the main reason for the month-on-month slowdown.
Fixed-asset investment in secondary-industries is up around 12-percent from a year earlier.

Didi Kuaidi takes stake in LyftDidi has purchased a stake in a US-based transportation network Lyft.
Lyft is Uber's domestic competitor in the United States.
The purchase price has not been disclosed.
However, the move has valued Lyft at 2.5 billion U.S. dollars.
Didi's rival Uber, valued at 50 billion U.S. dollars, launched operations in China last year.
Uber is hoping to expand into 100 cities by next year.
