Top NewsNew Guideline on China's SOE Reforms ReleasedAnchor:
Officials in China have pledged that the competence7 of the state-owned enterprises in China will be improved, and they will be turned into fully8 independent market entities9.
This comes as China issued a new guideline on deepening SOE reforms yesterday, the latest move from the government to invigorate torpid10 SOEs.
CRI's Xie Cheng reports.

According to the guideline, major reforms in SOE's key areas will be achieved by 2020, when SOEs are expected to be more robust11 and influential12 and have greater ability to avoid risks.
Speaking at a press conference this morning, Zhang Xiwu, vice chairman of State-owned Assets Supervision13 and Administration Commission, says 6 major tasks will be focused on regarding the deepening of SOE reforms.
"We should promote classified reform, modernize14 SOEs, enhance state assets management, promote mixed ownership, prevent the state assets from erosion, and strengthen and improve the Communist Party's leadership of SOEs. The reform should also be conducted in an open and transparent15 way. The policy, schemes, measures and the process of the SOE reform must be made public and be monitored by the people."The basis and starting point of the reforms is to turn the SOEs into fully independent market entities, as well as to incite16 and release the enterprises' vitality17.
The government will also consolidate18 and clean up some SOEs for better resource allocation.
One of the highlights of the guideline is that mixed-ownership reform becomes the most significant means to improve the SOEs' efficiency.
Lian Weiliang, deputy head of the National Development and Reform Commission, says multiple types of investors19 will be brought in by SOEs and encouraged to go public, though no specific timetable will be set.
"First of all, non-state firms will be encouraged to join the process in various ways, including buying stakes and convertible20 bonds from or conducting share rights swaps21 with SOEs. Secondly22, SOEs will be encouraged to invest in their non-state counterparts. Thirdly, SOEs will also be allowed to experiment with selling shares to their employees."The mixed-ownership reform will promote new technology, management and business models for SOEs.
In the meantime, the guideline also mentions that SOEs will be divided into two categories, for-profit entities and those dedicated23 to public welfare.
The former will be market-based and stick to commercial operations and should aim to increase state-owned assets and boost the economy, while the latter will exist to improve people's quality of life and provide public goods and services.

China issues guideline to deepen SOE reformsAnchor:
A new broad-based blueprint24 for the reforms of the State-Owned sector25 here in China have been unveiled.
A new document released by the State Council is suggesting at least some of the SOE's here in China are going to be privatized.
The thrust of the new plan involves turning some of the over 100 centrally-administered SOE's into mixed-ownership companies.
Authorities have not made clear how many of the state-run companies will be put under the public-private partnership26 scheme.
The framework suggests the plan is going to be achieved by 2020.
For more on the proposed changes to the SOE system, CRI's Paul James spoke27 to Mike Bastin, director of China Business Center based in London.

Chinese vice premier sets off for Europe tourChinese Vice Premier Liu Yandong has set off on Monday for the EU headquarters and Britain for a week-long tour.
Liu's visit comes as China and the EU mark the 40th anniversary of the establishment of diplomatic ties this year.
She will co-chair the third meeting of China-EU high-level people-to-people dialogue with Tibor Navracsics, EU Commissioner28 for education, culture, youth and sport.
China and the EU agreed to deepen their partnership during Chinese President Xi Jinping's visit to EU headquarters last year.
Liu will also head for Britain to co-chair the third meeting of China-Britain high-level cultural exchange mechanism29 with British Health Secretary Jeremy Hunt.
Liu's trip to Britain comes ahead of a state visit by President Xi Jinping.
The two dialogues with EU and Britain are aimed at expanding cultural ties, strengthening communication between the two peoples, and boosting cooperation in education, science, culture, sports, media, youth and health.
China-Switzerland ties maintain sound development momentum30: Chinese ambassadorThis year marks the 65th anniversary of the establishment of diplomatic relations between China and Switzerland.
Chinese Ambassador to Switzerland Xu Jinghu says that bilateral31 relations between the two countries have always remained constant.
"No matter how the international situation is changing, the relations between China and Switzerland generally have maintained a sound momentum of steady development."Xu says that bilateral political trust has been deepening over the years with frequent high-level exchanges between the two countries.
Switzerland also plays an active role in the establishment of the Asian Infrastructure33 Investment Bank. And China Construction Bank's effort to set up a branch in Switzerland is progressing.
Xu says all these moves will promote cooperation in business between the two sides.
Chinese state councilor to attend climate summit in Los AngelesAs a special envoy34 of Chinese President Xi Jinping, State Councilor Yang Jiechi will attend the first China-U.S. climate-smart and low-carbon cities summit in Los Angeles from Sept. 15 to 17.
Foreign Ministry35 spokesperson Hong Lei made the announcement at a regular press conference on Monday.
Hong Lei has also announced that the third China-France High-Level Economic and Financial Dialogue will be held in Beijing on Friday.
According to the spokesperson, Chinese vice Premier Ma Kai and French Finance Minister Michel Sapin will co-chair the dialogue.
Topics to be discussed include financial cooperation, macro-economic policy and global governance.
U.S. experts express optimism about China's economyExperts in the U.S. believe that China's economy is in for an adjustment stage rather than a phase of recession.
Vice-president for studies at the Carnegie Endowment for International Peace, Douglas H. Paal, expressed his confidence towards the future development of China's economy.
"Because of the aftermath of China's very rough month of August when the economy stumbled a bit, a lot of people are drawing drastic conclusions that China's economy is in really bad shape and I think that's not correct. China's going through transition, but we should keep our expectations realistic but not pessimistic."For his part, Nicholas R. Lardy, a senior fellow at the Peterson Institute for International Economics, said there is a lack of evidence to say China's economy is going to slow down whatsoever37.
He adds that very strong job creation as well as wage growth could be seen, meaning it's not likely that the economy is going into a big slump38.
Agriculture ministers of China, Japan, South Korea to work together for sustainable growthAgriculture ministers from China, Japan, and South Korea have signed-off on a new agreement meant to promote sustainable agricultural growth, food security and financial cooperation.
The three ministers have signed a joint communique at a meeting in Tokyo to stop common problems that are burdening the farming industries in the three nations.
Officials at the meeting note China, Japan, and South Korea all face shortages in natural resources, young manpower, and small production scales.
China Provides Special Funds to Support China-ASEAN Internet CooperationA new fund is being set up to help build better internet and telecommunications infrastructure between China and Southeast Asia.
It's been announced at a China-ASEAN forum40 this past weekend in Guangxi's capital city of Nanning.
Xu Yu with the Chinese Cyberspace41 Administration says the fund is one of a number of projects which are being worked on among China and ASEAN countries.
"China and the 10 ASEAN countries have also been talking about how to better-develop cross-border payments and logistics. This coincides with the creation of a cross-border E-commerce park, as well as pilot projects in Guangxi."The so-called Information Harbor Initiative was launched last year.
It's meant to help establish better information sharing and trade among China and ASEAN countries.
Shanghai, Xinjiang doctors link up via telecommunication39 technologyAnchor:
Telecommunication technology is playing an important role in a project run by a Shanghai Medical Team to help doctors in northwest China's Xinjiang Uygur Autonomous42 Region to improve local healthcare services.
With the new technological43 support, local doctors from smaller hospitals in Xinjiang can now deal with tough problems through teleconferences.

Yaqupjan Abdurehim is a doctor working at Kashgar Prefecture Second People's Hospital in Xinjiang.
He consults with his Shanghai counterparts twice each week via teleconferences to discuss difficult medical issues in hospitals across the region.
"The outcome of the consultation44 will be delivered to the county-level hospitals, and they can also share medical resources with hospitals in Shanghai."Kashgar Prefecture Second People's Hospital, the largest hospital in the region, was established with the help of Shanghai doctors and officials who were in Xinjiang on aid missions.
The Shanghai Medical Team helped local hospitals to establish a teleconference network so that smaller hospitals can use teleconferences to consult on difficult problems.
Dr. Lu Renhua, from the Shanghai Medical Team said they have also trained doctors for local hospitals.
"We have taught them surgical45 skills. They can carry out operations on their own after learning the skills and passing the exam."The team's campaign is expanding in order to improve medical services in wider areas.
Wu Tao is the head of the Shanghai Medical Team"[Our campaign] has expanded from four to 12 counties. We have formed a medical team based in Kashgar through various methods, including televised technical training and telemedicine."Wu added that their campaign has helped to improve local healthcare and also reduced medical costs for patients in the region.

Opportunities and Challenges for Chinese Helicopter MakersAnchor:
This follows a major helicopter expo this past week in Tianjin.

Many taking part in the now-concluded China International Helicopters Expo in Tianjin say they're excited about the possibilities in the helicopter market here in China.
Among them is Larry Roberts with US-based Bell Helicopter Textron.
"So if you look at the ratio, the possibility in China is tremendous. When it comes to provide service, provide air medical transport, provide fire prediction, provide security and aid relief in a major earthquake, helicopters can provide tremendous services in China and I'm sure this future is not far away."In China, Airbus Helicopters currently dominate, holding around 40-percent of the market share.
It's orders this year have doubled compared to last year.
Airbus is hoping to up its market share to 60-percent in the next 5-years.
Norbert Ducrot, President of Airbus Helicopters China, says they're also looking beyond just sales.
"Helicopter market in China is very competitive. You know the market is very open. Today, we need to develop our network of assembly center and training center to make sure that we can train properly all the pilots for the safety of the flights. We need to provide not only the helicopters for the customer, but also become a service provider to make sure the helicopter operator can operate and do business with its helicopter."The dominance of foreign helicopter producers in China is creating new calls for better domestic production.
Yu Feng with the Aviation Industry Corporation of China says China's domestic helicopter industry needs to step up.
"As the government gradually opens the low-altitude airspace, the civil helicopter market is going to grow. But are we ready for that? It's a challenge for us. China's helicopter industry needs to be more competitive in the years to come."Xi Jiasheng, researcher with the Aviation Industry Corporation of China, says the development of the local helicopter market will require outside help for now.
"We have to step up our game. But we're going to require outside help to start with. Our new AC352 model is the result of joint-cooperation with France. We need to learn both design and management experience from foreign producers."There are currently only around 700 non-military helicopters operational on the mainland, Hong Kong, Taiwan and Macao.
This is just 1.5 percent of the world's total.

34 migrants confirmed dead after ship sinks off Greek coastAt least 34 migrants drowned as they attempted a wind-swept crossing from Turkey to Greece.
The wooden boat containing more than 130 people capsized off the coast of the small Aegean island of Farmakonisi.
Greece's coast guard officials say the boat may have tipped over in part because of wind gusts48 exceeding 50 kilometers per hour.
Coast guard spokesperson, Nikso Lagadianos, says 68 people were rescued from the water and another 30 survivors49 from the same boat were found on Farmakonisi.
"From the boat, we recovered 34 bodies in total. Three babies, five young girls, six young boys, 10 women and nine men."Details of the nationalities and ages of the victims of Sunday's sinking off Farmakonisi are not yet available.
The vast majority of refugees reaching Greece quickly head north to other countries, with Germany the most favoured destination.
EU states have so far failed to reach agreement over proposals by Commission president Jean-Claude Juncker to implement50 a mandatory51 quota52 system for accepting refugees.
Syrian refugees have a hard live in TurkeyAnchor:
So far over 110,000 Syrians fled to Turkey's border province Kilis, exceeding the number of local residents.
For those who have no special skills, life in Kilis is not easy for them.

20-year-old Muhammad is lucky enough to work at a grocery shop as he can speak Turkish. His monthly salary of 800 Turkish lira, or 270 U.S. dollars, is enough for living expenses for his mother and himself.
He explains that, although the life of a refugee is more difficult in Turkey than that in Europe, he will stay in Kilis.
"European countries provide them with house and relief funds. So they want to migrate to Europe. Turkey doesn't provide these. Still I don't want to go there, because my family is here, and the way to Europe is too far and full of danger."Mahmoud, who has been living in Kilis with his family for four years, says he once watched his fellow countrymen migrate to Greece by boat.
"Waves are the main danger for the small boats. The so-called captain is actually a refugee who only had fifteen minutes of training. After setting off, the boat kept on rotating rather than heading for Greece."Mahmoud's wife Samuha says though they have enough savings53 to migrate to Europe, they want to go back to their country as soon as the situation in Syria improves.
"European culture is very different from ours, so there will be many difficulties for us to travel to a distant area. But Turkey has a similar custom with us. If the situation in Syria can improve, I sincerely hope to go back to my country and reunite with my friends."Turkish authorities say they have received nearly two million Syrian refugees since the breakout of the Syrian crisis, with only 20,000 of them living in refugee camps.
The government has spent six billion US dollars to support the refugees, but the great number of migrants has already exerted significant pressure on Turkey's economy and society.

Refugees Invited to Watch Football Game in Germany for FreeAnchor:
A German football club has invited refugees who have come to the country to watch a football game for free in Berlin.
CRI's Niu Hongling has more on this small gesture of kindness.

Berliner AK 07 has invited some 300 refugees to watch their home match in the regional league against RB Leipzig II at the Poststadion, a stadium in Berlin's Moabit district.
Mehmet Ali Han, president of BAK 07, expresses his sympathy and understanding towards the migrants who are living in makeshift settlement sites.
"I would not sleep well if my neighbors were starving. The refugees suffered a lot before they came here. They came here to survive, not for anything else. They came here not for our government, not for our economy. They fled from war-torn areas and came here just for survival. We offered humanitarian54 aid with sincerity55."Various food from the refugees' home countries were prepared at the stadium's entrance.
The football players held up a banner reading "Welcome, Refugees" on the field prior to the start of the match.
The refugees and many locals in the stands wear T-shirts printed with the words "We are Berliners", in a way to show support towards the refugees.
Many refugees are very excited to watch the game, cheering loudly for the players.
Simon Gotwalt, a university student, says he enjoys the atmosphere and friendliness56 brought by the locals.
"The atmosphere in the stands was lively. The refugees were singing. I think they liked the match. The Germans present were also delighted to see people laugh and cheer together. I think the match created a win-win situation and both sides were satisfied."Eyad Haj Dauod, a 20-year-old man from the Syrian capital Damascus, says he had a good time in Berlin.
"I feel so happy here. And the people here are very nice to us."Dauod arrived in Germany after saving enough money from performing on the streets in Greece for three years.
He said his parents and sister are still suffering in the Syrian conflict.
The match ended in a 1-0 win for BAK 07. At the end of the match the club gave away some footballs to each refugee settlement.
All the revenue collected from Sunday's match will be donated to the refugee settlements.
Meantime, Germany's Interior Ministry announced that temporary border controls are being established along the country's border with Austria, in order to deal with the influx57 of refugees entering the country.

3 Suspects Nabbed Over Bangkok Blast: Malaysian PoliceMalaysian police have arrested 3 suspects in connection with the investigation58 into a bomb attack in central Bangkok last month.
"I confirm that we have arrested three individuals, two males and one female, and one of them is from Pakistan. Our arrest was made to assist the Thai police in the Bangkok bombing investigation."The explosion happened at the Erawan Shrine60 in downtown Bangkok, killing61 at least 20 people, including 7 Chinese tourists, and injuring over 120 others. Tianjin to rebuild train station destroyed in warehouse62 blastsWorkers have begun dismantling63 a train station for reconstruction64 in north China's Tianjin after it was seriously damaged in the fatal warehouse blasts one month ago.
The new Donghailu stop of the No. 9 light-rail transit36 line will be built at the original site, and design work is under way.
More than 30 staff members in the five-story building were injured in the blasts late on Aug. 12.
The station was only about 650 meters away from the blast site.
The subway line, which links downtown Tianjin and the Binhai New Area, suspended operation after the accident.

Thanks Spencer,Chinese shares extended losses on Monday following the latest weak economic data.
The benchmark Shanghai Composite Index tumbled 2.7 percent to finish just above 3100 points.
Over 1000 stocks have slumped to their 10 percent daily limit, led by tech and Internet shares.
This comes after new stats suggest China's industrial output rose 6.1 percent year-on-year last month, slightly up from 6 percent in July.
However, this has failed to meet the 6.5 percent expectations.
Bucking the trend, in Hong Kong, the benchmark Hang Seng Index was up 0.3 percent.
Elsewhere in Asia,Japanese stocks ended sharply lower, with the Nikki down 1.6 percent.
South Korea's KOSPI fell half of a percent at close.
In Singapore, the Strait Times dropped 0.6 percent.
In Malysia, the government says it will pump 4.6 billion us dollars into an equity69 fund to shore up its stock market, which is down by 7.5 percent in the past three months.
And finally in Australia, the ASX200 closed 0.5 percent higher.

China-Thai Rail Project Expected to Start Construction by the end of 2015A much-anticipated railway project between China and Thailand is expected to get underway by the end of this year.
This was announced during the just-concluded joint Railway Cooperation meeting in Bangkok.
During the meeting, China and Thailand reached a broad consensus70 on the railway sector including a feasibility study, detailed71 route design, engineering, procurement72 and financing.
At the same time, the Thai side spoke highly of the first-phase feasibility study report presented by the Chinese side.
Both sides have also agreed on an intergovernmental railway cooperation framework.
The planned railway will connect northeast Thailand's Nong Khai province, the capital Bangkok and eastern Rayong province.
China Railway Group Mulling assets integration73 with one subsidiaryChina Railway Group has revealed its plan for assets integration with China Railway No.2 Group on Sunday.
Following this, shares of both state-owned firms have halted trading in A share market on Monday.
The final asset reorganization plan is expected to come out within 5 working days.
Before the suspension of their trading, China Railway Group was valued at some 230 billion yuan or $36 billion in the stock exchange, while China Railway Erju was valued at some 17 billion yuan.
This comes as China has issued detailed reform plans for state-owned enterprises including the promotion74 of mixed ownership and state assets management.
Earlier this year, China's top two train makers46 CSR and CNR have completed their merger75 into a rail giant CRRC Corp.
China's Jan.-Aug. fixed-asset investment up 10.9 pctNew figures show fixed-asset investment in China has grown just under 11-percent through the first 8-months.
The 10.9-percent figure is down slightly from the 11.2-percent growth through the first 7-months.
A slowdown in property and manufacturing investment is being cited as the main reason for the month-on-month slowdown.
In the past 8 months, real estate investment rose 3.5 percent year on year.
That was 0.8 percentage points lower than that registered in the first 7 months.
Fixed-asset investment in secondary-industries is up around 12-percent from a year earlier.
Chinese economy to grow around 6.5% in Q3 and Q4: CICCChina's International Capital Corporation, has lowered its prediction of China's economic growth rate to be around 6.5 percent in the remainder of this year.
The biggest investment of China bank expects China's GDP growth to be 6.5 percent in the third quarter and 6.6 percent in the fourth, down from its earlier 7 percent prediction.
Meanwhile, the weak economic data has led CICC to expect further monetary76 easing by China's central bank later this year.
This includes one more interest rate cut and two more 50 basis points reserve requirement ratio (RRR) cuts.
Chinese authorities have conducted five interest rate cuts since November, while the RRR has been cut four times.
On the fiscal77 front, CICC expects an increase of government investment, mainly through infrastructure projects, to mitigate78 the downside risks.
Apple Iphone 6s in the Chinese MarketAnchor: The Apple Iphone 6s and 6s plus have been announced in San Francisco at the Apple Conference.
CRI's Sam Duckett on how the new phones might do here on the Chinese market.

The announcement of the Iphone 6s and 6s plus was a massive event in China, broadcast online.
Apple is looking to gain stronger footing in the Chinese market with a wide range of new intuitive features on its latest Iphone 6s and 6S plus. Technology commentator79 for ifeng.com, Huang Hao, discussed which features he believed would impact the Chinese smartphone market.
"If I am being honest, the Chinese market is very special. They really like new features, for example the 3d touch feature, will be popular with Chinese customers. The different color models of the phone will also be warmly welcomed in China. It actually has not got a lot more features than its predecessors80 but the new colors alone will make it really popular with female customers in China."The biggest question posed at the event was if Apple's latest smartphone devices have enough new features to help bolster81 their stance in the Chinese market. Currently, Xiaomi is dominating the Chinese smartphone market with 19% of the domestic smartphone market share, followed by Huawei with 16% and Apple with12%.
Huang Hao also discussed how he thought the Iphone 6s and 6s plus would do in the Chinese market.
"Apple is growing very quickly in the Chinese market, and it already has a firm grip over the upper market, such as those found in tier 1 and tier 2 cities. I think we will see a lot of fashionable women in China using the new rose color Iphone. This will definitely help Apple gain a stronger female demographic."The CEO of Chinese APP Company, ZDworks, Wang Sili, did a live online commentary for Apple's latest product. She also commentated on how she believes this will affect the Chinese market.
"I am very confident in the sales of the Apple Iphone 6s, I think they will be better than that of the Iphone6. If we look at the current trend in the market and preferences of Chinese consumers, the Iphone 6 has all the specs needed to attract Chinese customers. After the phone is released on the Chinese market, I think we will see the 3D touch feature used for various different China Mobile Online events."China was included in the initial release of the newest Iphones. The Apple Iphone 6s and 6s plus hits the Chinese market on the 25th September 2015.

State Grid82 to bid for ABB power grids83 businessState Grid is putting in a bid to take over Swiss engineering group ABB's power grid operations.
United Bank of Switzerland estimates that ABB's grid operations are worth around 4-billion US dollars.
ABB has yet to confirm its take-over bid.
The Chinese government is planning to take State Grid global in the next 5-years, with plans to spend around 50-billion U.S. dollars overseas in by 2020.
State Grid already has investments in Portugal, Italy, Brazil and Australia.
China Unicom builds country's first international undersea cableChina Unicom has been tapped to lay-out a new international undersea cable.
Unicom is working with Myanmar telecommunications operators on the project.
It's part of a plan to establish better links between China and ASEAN countries.

Novak Djokovic beat Roger Federer in four sets on Sunday to claim his second US Open singles title and tenth grand slam title.
During the third game of the match, top seed Djokovic broke Federer's serve, but fell over in the next game and injuring his right arm.
Despite the fall, the Serbian broke Federer again in the seventh game and went on to serve out the opening set 6-4.
It was the first set Swiss star Federer had dropped in this year's tournament, but the second seed made the perfect response, taking the second set 7-5 with a break of serve in the 12th game.

The Flushing Meadows Champion told the press that competing in this tournament has been a major source of motivation for his game.
"Well, I wouldn't necessarily say I'm dominating, but I definitely am very proud of all of the achievements. You know, winning Grand Slam is very special for any tennis player when you are dreaming of becoming a professional tennis player. When you are kind of finding that inspiration, motivation, these are the tournaments you dream of winning.
This Victory has also leveled his head-to-head record with Federer at 21 wins apiece.

Top seeds Martina Hingis and Sania Mirza beat Casey Dellacqua and Yaroslava Shvedova 6-3 6-3 to win the women's double US Open title at Flushing Meadows.
Switzerland's Hingis, a member of the International Tennis Hall of Fame, and India's Mirza won their second Grand Slam championship in a row, after success at Wimbledon in July.
Hingis commented to the press that she was happy with how Mirza and she had performed in their final game.
"When you win many matches, many tournaments together, you just feel like you go on court, and the way Sania was playing the last, you know, three, four matches; it was just, yeah, incredible. She was hitting bombs from the baseline, and I was able to, the last two matches, pick it up and hit some good volleys to finish it off.
Australia's Dellacqua and Kazakhstan's Shvedova were fourth seeded in the tournament. Hingis also won the US Open mixed doubles title this year with Leander Paes.
