TopChina urges refrain from the US on the South China Sea issueThe Chinese Foreign Ministry4 has issued a statement, urging restraint from the US side on issues concerning the South China Sea.
It follows a Pentagon briefing that the US plans to undertake surveillance operations in the region at least twice a quarter.
Foreign Ministry spokeswoman Hua Chunying says China is strongly opposed to any infringement6 of its sovereignty in the area under the name of freedom of navigation.
"I would repeat that China is committed to safeguarding our own sovereignty and marine7 rights in the sea, and will resolutely8 respond to any provocations9. We will closely watch the aerial and marine space in the region. We urges the US side to stop all these wrongful words and actions, and refrain from any actions that threaten China's sovereignty and interests."Last week, the US naval10 destroyer USS Lassen sailed within 12 nautical11 miles of Zhubi Reef in the South China Sea, without notifying the Chinese government.
The Commander of the United States Pacific Command, Admiral Harry12 Harris, is currently paying a 3-day visit to Beijing for meetings with Chinese military officials.

China Vetoes a Draft Nuclear Disarmament Resolution on Concern of Japan's MotivationChina has vetoed a draft UN nuclear disarmament resolution, after concern about the motives13 of Japan.
Japan had insisted on the inclusion of references to the 70th anniversary of nuclear explosions in Hiroshima and Nagasaki into the draft.
Japan had also invited top leaders of each country and young people to visit the two cities.
Fu Cong, Chinese Ambassador for Disarmament Affairs, says China didn't want the issue to be used by individual countries.
"Japan insists that China should not focus on the unfortunate history, but it wants the whole world to remember the Hiroshima and Nagasaki. This is blatant14 and double standard."The Chinese ambassador says the suffering of people from those two cities during world war II were the result of Japan's militarism. He said the Chinese people had also suffered much.
"Their sufferings were no less than the sufferings of Hiroshima and Nagasaki."Fu Cong says China consistently demanded a complete prohibition15 and thorough destruction of nuclear weapons.
He added that China also understood the humanitarian16 concerns held by some countries.
The UN Assembly's First Committee, which deals with Disarmament and International Security, passed a draft resolution on Monday on the joint17 destruction of nuclear weapons.
More details have been revealed about Chinese President Xi Jinping's forthcoming state visit to Vietnam later on this week.

Chinese President Xi Jinping is due to pay a state visit to Vietnam starting from this Thursday.
According to the Chinese Ambassador to Vietnam Hong Xiaoyong, Xi Jinping is scheduled to meet with Vietnamese leaders and attend a range of activities.
"President Xi will meet with the General Secretary of the Communist Party of Vietnam Nguyen Phu Trong and Vietnamese President Truong Tan Sang separately. He will attend a welcome banquet jointly19 held by the two Vietnamese leaders. The Vietnam side has also proposed a range of activities that involve Vietnamese citizens and youth."The ambassador notes that as this year also marks the 65th anniversary of diplomatic ties between China and Vietnam, President's Xi's visit will help to further enhance mutual trust.
"We have seen throughout the past year that the two countries, led by their leaders, have been working to handle their differences. China and Vietnam are interdependent and have a relationship of strategic significance. So we must manage our differences, and always think about the big picture to safeguard bilateral20 ties."Ambassador Hong says there is also great potential for the two nations to expand trade relations.
China has been Vietnam's largest trade partner for 11 consecutive21 years.
Vietnam is currently China's second biggest trade partner in the Association of Southeast Asian Nations community.
"We have been linked strategically through China's One Belt, One Road and Vietnam's Two Corridors and One Economic Circle plans, and will work together to boost capacity cooperation. As we implement22 our consensuses24, the structure of China-Vietnam economic cooperation will be further improved and will develop in a more balanced and healthy manner."President Xi Jinping will spend two days in Vietnam, and then head on to Singapore.

China, France reach deal on climate changeAnchor:
Chinese President Xi Jinping and his French counterpart Francois Hollande issued a joint statement on climate change in Beijing on Monday, vowing25 to promote a working program to accelerate pre-2020 efforts in the areas of mitigation, adaptation and support during the Paris climate summit.

France will host the climate summit in Paris in December, which is largely expected to result in a global and binding27 agreement on addressing climate change.
During their meeting, the two leaders have called for an enhanced transparency system to build trust and confidence in the Paris pact28.
They stressed that developed countries should continue to offer enhanced financial, technological29 and capacity-building support to developing countries in the post-2020 period.
President Xi said that China supports France as the host of the conference and voiced support for France to make the conference a great success.
"The upcoming climate summit in Paris marks a significant meeting in global efforts to cope with climate change. The joint statement from China and France delivers the message that the two sides are working to improve the multilateral process on climate change, so as to boost the upcoming climate negotiations30 in Paris and make the conference a great success."The two presidents have reaffirmed joint efforts to push forward a "legally binding" Paris agreement on the basis of equity31 and the principle of common but differentiated32 responsibilities and respective capabilities33.
"We would like to continue to work with full efforts with all the parties for a comprehensive, balanced and powerful achievement at the conference in Paris, based on principles of common but differentiated responsibility, fairness and individual capability34."For his part, French President Francois Hollande said that in the joint declaration, China and France have promised to realise their national strategies of achieving low carbon emission35 development by the year 2050.
"I hope such agreements can be achieved at the climate change conference in Paris. In fact, China and France have shown our sincerity and common strategies of development in order to control the rise of the global temperature."President Xi and Hollande have pledged stronger cooperation in countering climate change in areas such as low-carbon transportation, renewable energy, and carbon capture and storage technologies.
The two presidents also witnessed the signing of 17 cooperation documents later on Monday, ranging from trade, finance, energy to environmental protection and cultural exchanges.

Premier39 Li Stresses Green Development with French PresidentMeanwhile Premier Li Keqiang has also highlighted China's commitment to pursue a development mode featuring green industry.
Li Keqiang made the remark while addressing a French-Chinese economic forum41 in Beijing, together with the visiting French President Francois Hollande.
"China has to transfer the development mode from excessive consumption of natural resources to making full use of human resources. China has to cultivate a new economic growth point, in which green and environmentally friendly industries should enjoy big development spaces."For his part, Hollande said the fight against global warming should be seen as an opportunity for boosting world economic growth.
The French President is wrapping up his 2-day visit to China, which comes ahead of the UN climate conference to be held in Paris in a few weeks time.
China unveils proposals for formulating42 nation's 5-year planAnchor:
Chinese President Xi Jinping says that the country's annual growth rate should be no less than 6.5 percent in the next five years.
The target is set as the full text of proposals for the country's development plan over the next five years starting from 2016.
Our reporter Li Ningjing has more details.

In explaining a proposal for formulating China's five-years development plan starting from 2016, President Xi stresses the importance of maintaining the medium-high economic growth.
At the same time, Xi Jinping also notes that China's development should not just be focused on growth pace, but also growth volume, and, more importantly, growth quality.
Chinese policymakers have prioritized coordinated44 development and quality growth as the country expects to double the size of its economy by 2020.
Xu Shaoshi is the head of the National Development and Reform Commission.
"The next round of economic recovery in the world depends on technical innovation and industrial revolution. This provides a good opportunity for China as it promotes innovation at the same time. Meanwhile, our new urbanization process breeds a huge market demand. What's more, we have 1.3 billion people, 900 million labors46 and over 70 million market entities47. Therefore, Chinese economy has great potential to grow."The proposal to the development plan also says China will establish a Green Development Fund to promote clean production methods and sustainable growth.
Xu Shaoshi introduced measures to achieve greener growth.
"Firstly, we promote low carbon development, increasing the use of non-fossil energy. We also encourage a clean use of coal. Secondly48, we advocate best use of existing resources and enhance the management of some obligatory49 targets. Thirdly, we set up some consumption standards through market forces. For example, we have carried carbon emissions50 permit trading."The Proposal also says China will continue to open up its economy to attract foreign investment and encourage Chinese firms to make overseas investment.
It also reiterates51 China's determination to fight against poverty, pledging to step up financial support to impoverished52 areas in the next five years.
Among various other issues, the proposal also says that China will adjust its income distribution system and narrow the income gap in the next five years, by introducing a more comprehensive income tax system and stricter regulation on "grey" income.
The proposal was adopted at a key Party meeting held last week.

Innovation Highlighted at Ongoing53 Cross-Strait Business SummitA business summit to promote innovative54 modes of cooperation between the Chinese mainland and Taiwan is underway in Nanjing, east China's Jiangsu province.
More than 850 business leaders, industry officials and leading economists55 from both sides are taking part in the event.
Xiao Wanchang, the meeting organizer on the Taiwan side, emphasizes that innovation is the focus of future cooperation between Taiwan and the mainland:
"In face of fast changes in World's economies, the cooperation between the Chinese mainland and Taiwan should go beyond the current stage. We should include more innovative modes of cooperation, and thus help the two sides work together instead of competing with each other. Our economic ties is facing a turning point, thus two sides should put more efforts to enhance our cooperation."A series of new deals are expected to be signed, aimed at encouraging closer cooperation between medium-sized and small companies involving young people from the two sides.
Zeng Peiyan who represents the mainland business leaders says stronger economic ties will help maintain the peace between the two sides:
"Based on 1992 Consensus23, the cross-straits relations are now in a stable and peaceful stage. Such situation is hard-earned and we should cherish it. To enhance such ties, we should deepen our economic cooperation. A stronger economic tie will also help revitalize the nation as a whole. Thus two sides should devote more time and energy to boost cross-straits economic cooperation"The business summit will last until Wednesday.
The first summit of this kind took place in Nanjing in 2008.
China's 10 Million Relief Supplies Arrive Quake-Hit AfghanistanRelief supplies from China worth some 10 million yuan have arrived in Kabul, Afghanistan following last Monday's 7.5-magnitude earthquake in the Hindu Kush.
The relief materials are among the Chinese government's promised relief efforts to quake-hit countries.
Zhang Weitying, who is responsible for transportation says the supplies are what the quake-zone areas need most:
"Our relief flight took off from Shanghai Pudong International Airport at 3 in the morning. This batch56 of relief supplies weighs some 97 tons, including 20-thousand blankets, 3-hundred cotton tents, 10 large generators57 and 50 small ones."Chinese government has already donated 100-thousand US dollars in cash to quake-hit Afghanistan and Pakistan as humanitarian aids.
Last Monday's quake, which hit the Hindu Kush mountain range on the Afghan side of the border, has left almost 400 people dead.
Hundreds of others were injured.
Thousands more remain homeless.
The area where the quake hit is considered a largely ungoverned region, with local tribes and the Taliban controlling sections of it.
Russia to Continue to Search for Air Disaster VictimsAnchor:
The Russian Emergency Situations Ministry has pledged that it will continue to search for victims of the plane which crashed in Egypt's Sinai Peninsula.

At a meeting in the Emergency Situations Ministry on Monday, Alexey Smirnov, Acting58 Head of the National Centre for Crisis Management, explained the details about the rescue operation's next moves.
"The third stage of the rescue operation is planned for tomorrow. The search area will be expanded to 30 square kilometers. And I ask for plans to be presented to the national center before midnight. French experts from Airbus will proceed with work on the crash site, as well as representatives of the Interstate Aviation Committee and Egypt's aviation authorities."Discussing the cause of the tragedy, many analysts60 believe that an external factor could have caused the air disaster, such as a purely61 mechanical or physical action.
But Russian aviation authorities said it was premature62 to comment on the possible cause, and said the conclusions can be drawn63 only after the fragments and contents of the black boxes have been studied.
The plane's flight data and cockpit voice recorders have both been recovered from the crash site.
Talking about comments saying that the Islamic Group may hit the plane down, Gerald Feldzer, a Paris-based aviation expert, denied that explanation, saying the IS group has neither the equipment nor skills to bring down an airliner64.
Gerald, however, also suggests that it is "absolutely a possibility" that a bomb was smuggled65 into the hold of the plane.
"One thing is sure: If such a violent and sudden accident occurred, it might have been due to an engine explosion that could have set fire to the wing and led to the loss of control of the plane, which would have spun66 into a nosedive. Or, it also could have lost a part of its rudder. We can imagine this scenario67 but we can also imagine that the pilot in this situation would have sent a mayday distress68 signal since he was in contact with the control tower."Meantime, relatives of victims continue to arrive at a crematorium in the Russian city of St' Petersburg, with more bodies of the victims are expected to arrive in the city.
Officials say 130 bodies and 40 body parts arrived earlier, and latest reports show that 4 bodies have been identified so far.
Saturday's crash killed all 224 people aboard the plane, which was headed from the Red Sea resort of Sharm el-Sheikh to St. Petersburg.

NASA celebrates 15th anniversary of residency at ISSAnchor:
Astronauts onboard the International Space Station has marked the orbiting laboratory's 15th anniversary.
Reporter:
The station has been occupied continuously by humans since it became operational over a decade ago -- a feat40 astronauts said could shape travel within the solar system.
Astronauts are expected to conduct over 400 experiments on board the space station over the next year.
Astronaut Kjell N. Lindgren says most experiments are connected to human health in special environments.
"A lot of those our critical to our understanding of how human physiology70 adapts to this micro-gravity environment and the things that we need to do to protect human health for a long trip to Mars with respect to muscle, bone, immune system and radiation health as well."The station is a 100 billion US dollar research lab that flies about 250 miles, or 400 km, above the Earth.
Station commander Scott Kelly attributed the ISS's longevity71 to shared goals regarding exploration by the 15 nations that own the station.
"It's clearly an orbiting laboratory, a world class orbiting laboratory at that. There's the exploration goals and the things we need to understand living in low earth orbit that will enhance our capability to explore further out into the solar system and then there's the international aspect and you know that is very important. That is what has held this partnership72 together, I think through some very trying times."Severe budget cuts in recent years have opened the door to more involvement from commercial enterprises.
Last week, Scott and Lindgren did a spacewalk to prepare the way for new commercial space taxis.
NASA had hoped to have the station fitted out with two new berthing73 slips before the end of the year so that commercial space taxis under development by Boeing and Space Exploration Technologies, or SpaceX, would have places to park.
Astronaut Scott Kelly says further maintenance will be conducted.
"I thought when I got on board this time, the material condition of the space station was very good but obviously as things age, over time we are going to have more maintenance requirements. You know the good news is that we have a lot of spares onboard, spare parts outside. We have plans for changing those things and keeping this space station flying a long time into the future."NASA hopes to strengthen cooperation with China in future space programs.
The China National Space Administration has also expressed its willingness to cooperate with others, saying space exploration is an open activity.

DPRK's top leader watches anti-aircraft rockets drillIt's been reported that the supreme75 leader of North Korea Kim Jong Un has recently watched an anti-aircraft rocket drill by units of the Korean People's Army on the western front.
The official KCNA news agency reported on Tuesday that the drill's aim was to "inspect the technological readiness of modernized76 anti-aircraft rockets and the capability of anti-aircraft units".
Kim stressed the need to develop more advanced-type anti-aircraft rockets to meet modern warfare77 requirements, in order to protect the country from air strikes.
The report did not mention the specific date when the drill was carried out.

Relatives Identify Crashed Russian Plane VictimsRelatives of victims of Saturday's plane crash in Egypt have been arriving at a St Petersburg crematorium to identify their loved ones.
Metrojet's Airbus A321-200, flying from the Egyptian resort of Sharm el-Sheikh to St. Petersburg, crashed shortly after taking off on the Sinai Peninsula killing83 all 224 people on board.
Most of the passengers were from St. Petersburg, Russia's second-largest city.
A total of 140 bodies and more than 100 body parts have been delivered to St. Petersburg and another plane is expected to bring more remains84 later on Tuesday.
Ten bodies have already been identified.

China to cut retail88 fuel pricesChina is to cut the retail prices of gasoline and diesel89 from Wednesday, tracking a slide in global crude prices.
The National Development and Reform Commission has announced the retail prices of gasoline and diesel will both drop by 0.1 yuan per liter.
Under an oil pricing policy in place since 2013, the NDRC can adjust the price every 10 working days based on changes in the global market.
ICBC to promote China's first homegrown passenger planeICBC Financial Leasing is ready to promote sales of the homegrown C919 airliner globally.
The Chairman of China's biggest financial leasing company says many foreign clients have expressed interest in placing orders for the C919.
Bangkok-based City Airways90 has already signed an option for 10 of the aircraft through ICBC Financial Leasing.
The narrow-body aircraft C919 was produced by the Commercial Aircraft Corporation of China.
The first model came off the assembly line on Monday at COMAC's Shanghai factory.
ICBC Financial Leasing is currently the C919's biggest individual commissioning client, having placed 45 orders.
The two sides signed a strategic agreement at the 2015 China Aviation Expo in Beijing in September.
Chinese steel companies report wide-ranging losses in the first three quartersListed Chinese steel companies have reported wide-ranging losses in the first three quarters against the backdrop of sluggish91 demand.
Five of the 11 listed steel companies last week reported a collective net loss of 5.6 billion yuan, or 880 million U.S. dollars, compared with that of 1.4 billion yuan during the same period last year.
Another six listed steel companies have also released forecasts, projecting losses from 4.5 billion yuan to 5.4 billion yuan.
Meanwhile, reports also show that steel output in the first nine months of this year dropped 2.1 percent from a year ago. Apparent domestic consumption fell 5.8 percent.
China currently has 1.25 billion tons of annual crude steel capacity, a surplus of around 300 million tons.

New energy vehicle investment fever spreads in central-western ChinaNew-energy-vehicle investment fever is spreading in central and western parts of China.
Official figures show that total investment across the country has reached more than 100 billion yuan, or 15 billion U.S. dollars.
Industry experts say many local governments are eager to launch new energy vehicle projects, in order to boost GDP growth.
However, many of the new energy vehicle hubs have been found to have produced cheap low-speed electric vehicles with a low technology content.
Head of the China Auto93 Industry Association, Dong Yang, suggests it's necessary to establish a system to enable the new-energy auto industry to develop in a healthy way.
"With this system, we would be able to keep the investment fever under control, as the joint conference system will be empowered to decide on what new projects should be launched based on a nationwide overall plan."Dong also says the door to the industry should be open to enterprises capable of making innovations and new designs.
Those enterprises that are competitive in batteries and have the capability of producing light-weight vehicles should provide the focus.
China's CNNC may buy into French nuclear companyThe state-owned China National Nuclear Corporation has signed a draft deal for a partnership with the French nuclear giant Areva.
The deal, signed during the visit to China by President Francois Hollande, also foresees industrial cooperation with CNNC throughout the uranium cycle.
It could see the Chinese group take a minority stake in the French nuclear company.
The possible partnership would cover uranium mining, front end, recycling, logistics, decommissioning and dismantling94.
Tencent plans 1 bln USD investment in Chinese technology startupChinese Internet giant Tencent is planning to invest 1 billion U.S. dollars in the country's biggest online provider of on-demand services.
Tencent is expected to lead an investment round for the new company, created last month by the merger97 of two Chinese technology firms Meituan.com and Dianping.com.
It's being reported that the funding round could raise 3 billion dollars, making it one of the world's biggest fundraising deals for a startup.
The deal will be in line with Tencent's broader strategy of using alliances with other tech companies to offer a wider range of services.
Apple's original iPhone designer lands at China's leading smartphone makerFormer Apple executive Abigail Brody has landed a job at China's leading smartphone maker43, Huawei.
Huawei has described Brody as a top expert in 'user experience' in a company blog post.
The company says Brody will create and lead a design team in the United States to create "the best user experience" of Huawei's products.
