 　　US National Security Advisor¹ Thomas Donilon says more dialogue can address issues over ties with China without the need for confrontation².

 

　　That includes the two militaries communicating to avoid misunderstanding.

 

　　"A deeper US-China military-to-military dialogue is essential to address many of the sources of insecurity and competitions between us. It remains³ a necessary component⁴ of the model we seek, in this critical deficiency of our current relationship."

 

　　Donilon was delivering a Foreign Policy Speech at the Asia Society.

 

　　He says the pattern of a new rising power leading to conflict with an established one doesn't necessarily apply to U.S.-China relations - that "a better outcome is possible" – and that political changes could open up more options for the two sides.

 

　　"China's leadership transition and the president's re-election mark a new phase in U.S.-China relations, with new opportunities."

 

　　Additionally, with regards to the economy, Donilon says Washington encourages Beijing's re-structuring efforts, especially with the two countries are becoming increasingly interconnected now.
