Violence continued in Baghdad one day after Iraq's Prime Minister Nouri al-Maliki announced a new plan intended to stem sectarian strife1.

Mr. Maliki's plan includes setting up neighborhood committees composed of representatives of different religious, political and other groups. They are supposed to monitor activities by security forces and militias2. A central committee would supervise their work.
Top U.S. officials in Iraq, including Ambassador Zalmay Khalilzad and General George Casey, welcomed the idea.
Meanwhile on Tuesday, the pace of attacks around Iraq showed no sign of slowing.
This man was an eyewitness3 to a roadside bomb that went off next to a U.S. military convoy4 in Baghdad, wounding three civilians5 and a policeman.
Elsewhere in Baghdad, at least three people were killed in a suicide bomb attack at a fish market.
Eight U.S. soldiers were killed in Iraq on Monday.
