"There's no question that this will always be hard work making sure that we maintain unity3."

Army General Mark Milley, chairman of the Joint5 Chiefs of Staff, said that unless there is a unlikely breakthrough by either side, the grinding war of attrition, as he called, that could go on for some time.
"And unless there's a breakthrough on either side, which right now the analysts6 don't think is particularly likely in the near term, but unless there's a breakthrough, it will probably continue as a grinding war of attrition for a period of time until both sides see an alternative way out of this, perhaps through negotiation7 or something like that."

This year's list especially focused on politicians, judges and others suspected of working to stack courts in Guatemala and the judges and prosecutors10 involved in cases against opposition11 political figures in Nicaragua in the runup to that country's presidential election last year.
Those listed generally become ineligible12 for admission to the United States and have their visas revoked13.
