第十九课：    商业谈判
Lesson 19:  Negotiating
在这一课中，我们要学习讨价还价时会用到的一些句子，其中包括接受或拒绝对方提议时的不同说法。接下来这部份对话的背景是丽安对于有关货物运输方面的安排有些意见。她说：
Lian:  We have concerns about the proposed transportation arrangements.
丽安：  对于您提出的有关运输方面的安排，我们有些想法。
Lian:    Do all of your suppliers sell under the terms of C-I-F?
丽安：  是不是你们所有的供货商都以到岸价格销售产品呢？
Douglas:  No, they don’t.  Some sell on an F.O.B basis.  That is: Free on  Board.  
道格拉斯：  不是的。有些供货商是以离岸价格处理的。F.O.B.是free on board 的简写形式。
Douglas:  This means that we arrange and pay shipping² freight  and insurance.  
道格拉斯：  这也就是说货物的运输及保险费用由我方支付。
Douglas:  Your responsibility would be to transport the tea from the warehouse³ to the wharf⁴.
道格拉斯：  你们的责任就是将茶叶从货仓运抵码头。
Lian:    In that case, we’d prefer to go under the terms of F.O.B.
丽安：  如果是这样的话，我们希望以离岸价格处理。
Douglas:  I see.   Harvey?
道格拉斯：  我明白了。哈维？
Harvey:  Here are the estimated costs, F.O.B in US dollars, per container. 
哈维：  这是以美元计算的每个集装箱的离岸价格。 现在请您注意听丽安是如何表达自己对价格议题的关注的。
Lian:    We have concerns about the proposed transportation  arrangements.
丽安：  对于您提出的有关运输方面的安排，我们有些想法。
不知道您是否注意到了，在这里丽安并没有直接了当地使用诸如“ We don’t like this  我们不喜欢这个方案” 或者“ We’re against that  我们反对那个方案”，这类在语气上很突兀的说法。其实在英语里有很多可以比较婉转表达反对意见的句式，例如 “ I am afraid……..很抱歉，但是我想。。。。”，通常来说，当你在句子的开始加上这个状语短句的时候就很明显地表明你的立场了。请听老师给我们做的示范。
I’m afraid that doesn’t meet our requirements.
很抱歉，但是这不符合我们的要求。
I’m afraid, we find that difficult to accept.
很抱歉，我们觉得这很难接受。
I’m afraid we can’t agree to those terms.
很抱歉，我们无法接受这些条款。
We have reservations about the tariff⁵.
对于这一税项我们持保留态度。

I’m afraid that doesn’t meet our requirements.  
I’m afraid we’d find that difficult to accept.

从我们已经学过的课文中，不难看出道格拉斯是一个非常仔细和有耐心的人。他对洛克夫妇提出的问题都给予了详细的解答。现在他又在为丽安解释离岸价格的含义了。
Douglas:  Some sell on an F.O.B. basis. That is: Free on Board.  
道格拉斯：  有些运输安排是以离岸价格处理的。F.O.B 是free on board 的简写形式。
Douglas:  This means that we arrange and pay shipping freight  and insurance. 
道格拉斯：  这也就是说货物的运输及保险费用由我方支付。
在向他人做解释的时候，我们还可以使用下列这些句型：
In other words, we would package the goods offshore⁶.
换句话说，我们会在海外进行货物的包装工作。
What we mean by that is that we would pay for shipping.
那也就是说，我们会支付海运的费用。

F.O.B. That is, Free on Board.  
This means that we arrange shipping.   
In other words, we would package the goods offshore.  
What we mean by that is that we would pay for shipping.      
句型练习就先进行到这里。您还记得丽安在表达自己的选择时是怎么说的吗？她说：
Lian:    In that case, we’d prefer to go under the terms of F.O.B.
丽安：  如果是这样的话，我们希望以离岸价格处理。
我们还可以利用以下的这些句型来表达自己的选择。
We’d rather go with the second option.
我们情愿选择第二个方案。
Our preference would be F.O.B.
我们的选择是离岸价格。

Douglas:  If you agree to a reduced price per kilo then we can  agree to purchase under the terms of F.O.B.
道格拉斯：  如果你们同意将每公斤茶叶的价格降下来的话，我们就同意以离岸价格收购。
Lian:  Provided that the reduction in price is pro¹ rata, we can go along with that.
丽安：  如果这种降价是成比例的话，我们可以同意。
Douglas:  Yes, that’s acceptable.  Now, let’s move on to product specifications⁷.
道格拉斯：  好，这个条件可以接受。那现在就让我们来谈谈产品的具体规格吧。
在商务谈判中讨价还价是司空见惯的事情，请您特别注意听一下道格拉斯和丽安在这部份的对话中是如何你来我往的。

That’s fine, as long as you compensate⁸ for any damage.
这没有问题，只要你们负责赔偿任何破损的话。

经过一番讨价还价，生意终于做成了。道格拉斯在表示接受丽安提出的条件时说了一句很简单的话，“That is acceptable. 这个条件可以接受”。在表达接受对方提出的条件时，我们还可以使用下面这些句子。
All right.  We can agree on that.
好吧，我们可以同意那一点。
Fine.  We have agreement on that.
好吧，我们就那一点达成了协议。
We have no problem with that.
对于那一点我们没有问题。

我们练习了这么多表示认同和接受的句子，其实在现实生活中谈判双方意见相左的情况是经常发生的。那么在你不同意对方的意见，同时又想提出自己的建议时我们应该如何用英语来表达呢？请听下面的这些例句。
We couldn’t agree to that, but we could change the rates.
我们不同意那一点，但是我们可以修改一下比率。
That would be difficult; however, would you consider a percentage?
这有些困难，但是您是否可以考虑一个百分比呢？
We can’t accept that, I’m afraid, but why don’t we share the costs?
很抱歉我们不能接受那一点，但是我们为什么不可以分担那些费呢？

We couldn’t agree to that, but we could change the rate.  
That would be difficult; however, would you consider a percentage?  
We can’t accept that, I’m afraid, but why don’t we share the costs?  
虽然中文里有句话叫做“将在外，君命有所不受”，但是通常在谈判中，各方代表的授权有限，往往不能够当场拍板成交，那么这种情况下我们又该怎么说呢？请听以下的例句。
I’m afraid I don’t have the authority to give that the go ahead.
对不起，我没有授权做这个决定。
I’ll have to get back to you on that.
这个议题我要在以后才能给您答复。

4 wharf   

n.码头，停泊处

参考例句：

• We fetch up at the wharf exactly on time.我们准时到达码头。
• We reached the wharf gasping for breath.我们气喘吁吁地抵达了码头。

5 tariff   

n.关税，税率；(旅馆、饭店等)价目表，收费表

参考例句：

• There is a very high tariff on jewelry.宝石类的关税率很高。
• The government is going to lower the tariff on importing cars.政府打算降低进口汽车的关税。

6 offshore   

adj.海面的，吹向海面的；adv.向海面

参考例句：

• A big program of oil exploration has begun offshore.一个大规模的石油勘探计划正在近海展开。
• A gentle current carried them slowly offshore.和缓的潮流慢慢地把他们带离了海岸。

7 specifications   

n.规格；载明；详述；（产品等的）说明书；说明书( specification的名词复数 )；详细的计划书；载明；详述

• Our work must answer the specifications laid down. 我们的工作应符合所定的规范。 来自《简明英汉词典》
• This sketch does not conform with the specifications. 图文不符。 来自《现代汉英综合大词典》

8 compensate   

vt.补偿，赔偿；酬报 vi.弥补；补偿；抵消

参考例句：

• She used her good looks to compensate her lack of intelligence. 她利用她漂亮的外表来弥补智力的不足。
• Nothing can compensate for the loss of one's health. 一个人失去了键康是不可弥补的。
