楼市调控持续发力 福州杭州厦门等地再出新政

 　　Three major cities in East China - Hangzhou, Xiamen and Fuzhou - have further tightened¹ housing purchase restrictions² in the latest bid to rein³ in rising prices.

　　华东地区的杭州、厦门、福州3座大城市日前升级购房限制，这是抑制房价上涨的最新举措。

　　Hangzhou announced that starting from March 29, single adults, including those who are divorced, who have a local "hukou" (permanent residence permits) and own at least one house, are not allowed to buy new apartments or second-hand⁴ houses in the city's urban area.

　　杭州市宣布，自3月29日起，拥有一套及以上住房的本市户籍成年单身(含离异)人士，不可在市区范围内购买新建住房或二手住房。

　　Property that business enterprises have purchased are not tradable within the first three years. In addition, people who hold a hukou registered in the restricted areas must show evidence of residency for more than two years in order to buy property.

　　商业企业购买的房产满3年可上市交易。此外，户籍所在地为限购区域的，须提供居住满2年的证明方可买房。

　　The minimum down payment for second homes are raised to 60%. Those who have no home in Hangzhou but have a housing-loan record are treated as second home buyers.

　　二套房最低首付比例提高至60%。在杭州名下无房但有住房贷款记录的，被视为二套房买家。

　　Xiamen announced that starting from March 29, those without a local hukou must provide records that show they have paid income tax or social security payments for three consecutive⁵ years in the last four years if they want to buy a commercial residential⁶ house of or under 180 sq m in the city.

　　厦门市宣布，自3月29日起，非本市户籍居民如果想在该市购买180平米及以下商品住房，须提供近4年在该市连续缴纳3年个税或社保的证明。

　　Fuzhou announced that starting from March 29, those without a local hukou, even if they have paid overdue⁷ income tax and social security payments, will not be qualified⁸ to buy a house in the five main urban districts.

　　福州市宣布，自3月29日起，非本市户籍居民即便补缴个税或社保，也不能获得在该市5个主要城区购房的资格。

　　The city also raised the minimum down payment to 50% for second homes.

　　福州市还将二套房最低首付比例提高至50%。

　　From March, dozens of second-tier cities and cities neighboring Beijing and Shanghai have also made moves to limit housing purchases to cool property markets.

　　自今年3月份起，数十个二线城市及北京、上海周边城市也都采取了住房限购措施为房产市场降温。
