 　　Regional aggression that goes unchecked

　　区域攻击性如果不加抑制

　　whether in southern Ukraine or the South China Sea, or anywhere else in the world will ultimately impact our allies and could draw in our military

　　无论是在乌克兰南部 南中国海 还是世界其它地方我们的盟国最终都会受到影响 我们有可能被迫出兵

　　We can't ignore what happens beyond our boundaries

　　我们不能忽视国界外发生的事件

　　And beyond these narrow rationales

　　除了这些显然的理由外

　　I believe we have a real stake, an abiding self-interest in making sure our children and our grandchildren grow up in a world where schoolgirls are not kidnapped

　　我认为 这里我们还有非常实在的现实利益我们需要让我们的子孙生长在一个学校女生不会被绑架的世界

　　and where individuals are not slaughtered because of tribe or faith or political belief

　　一个个人不会由于部落 信仰 政治观念的不同而遭到杀害的世界

　　I believe that a world of greater freedom and tolerance is not only a moral imperative it also helps to keep us safe

　　我认为 一个更自由更宽容的世界不仅是一种道德必要也是一种安全需要

　　But to say that we have an interest in pursuing peace and freedom beyond our borders is not to say that every problem has a military solution

　　不过 说我们具有在国界外追求和平与自由的切身利益并不是说所有问题都要用武力解决

　　Since World War II, some of our most costly mistakes came not from our restraint but from our willingness to rush into military adventures

　　二战之后 让我们代价最大的错误并不是来自于克制而是来自于我们喜欢动武

　　without thinking through the consequences without building international support and legitimacy for our action

　　而不计后果的倾向草率动用武力只会让行动缺乏国际支持 缺乏正当性

　　without leveling with the American people about the sacrifices required

　　只会增加美国人民不必要的牺牲

　　Tough talk often draws headlines, but war rarely conforms to slogans

　　嘴上强硬能在头条上长脸 但战争输赢并不是嘴上功夫

　　As General Eisenhower, someone with hard-earned knowledge on this subject said at this ceremony in 1947:

　　艾森豪威尔将军在这方面就有深刻的亲身体会1947年 他在这里的毕业典礼上说

　　"War is mankind's most tragic and stupid folly to seek or advise its deliberate provocation is a black crime against all men"

　　"战争是人类最悲惨最愚蠢的闹剧""蓄意谋求或建议挑起战争 是反人类的肮脏罪行"
