I definitely¹ agree with that one should observe before helping² others when there is an emergency.

我绝对同意在出现紧急情况时每个人都应该帮助别人。

Firstly, you must keep your mind clear if you are able to help solving the problem,

otherwise you may do nothing but even put yourself in danger.
