Turkey has described the shooting down by Syria of a Turkish reconnaissance jet as a hostile act of the highest order, but said that it would not go to war over it. Turkey has requested a meeting of Nato members on Tuesday to discuss its response. Jonathan Head reports from Istanbul.

Coming out of that meeting, though, the signal from Deputy Prime Minister Bulent Arinc was that any response would be limited. We will not go to war, he said, despite the fact that Turkey insists the F-4 reconnaissance plane was in international airspace when it was hit without warning, and that Syria must have known it was a Turkish jet. He also revealed that Syria forces fired on a Turkish rescue plane that went to search for the missing crew members.

Cyprus is to ask the European Union for a financial bailout. The government in Nicosia said the island's banks were suffering from exposure to debt-laden Greece. The second largest bank in Cyprus is thought to be in need of urgent support. Cyprus becomes the fifth country in the eurozone to seek a bailout after the Irish Republic, Portugal, Greece and Spain.

In his resignation letter to the prime minister, Vassilis Rapanos said he was stepping down due to ill health. He'd been hospitalized over the weekend after apparently2 fainting. But there is speculation3 that he was unhappy with the makeup4 of the cabinet, and that other reasons may lie behind that decision. It spells more yet more turbulence5 for the new government after the prime minister himself was admitted to hospital for an eye operation, forcing Greece's international lenders to delay their visit to Athens originally planned for today. Several names have now been touted6 as Mr Rapanos's replacement7, including the former Prime Minister Lucas Papademos.

The United States Supreme8 Court has upheld a key part of Arizona's immigration law, which allows state police to stop and check the identity of anyone who might be in the country illegally. President Barack Obama said he was concerned about the practical impact of the law, which gives police the right to demand proof of US citizenship9 from suspects even without probable cause. Arizona's Governor Jan Brewer10 welcomed the ruling.

Bolivian police officers who are on strike over low pay have clashed with supporters of the president Evo Morales in Bolivia's main city La Paz. About 500 government supporters marched to the city's main square where twice as many police had rallied to demand a salary increase. The officers used tear gas to drive back the government supporters.

In 2010, thousands of people were forced to flee their homes after a mudslide killed more than 350 people.
