Libya's interim1 government is about to hand power to the new General National Congress which was formed after last month's elections, a significant moment on the political transition. The interim government was made up of the opposition2 forces that toppled Colonel Gaddafi a year ago and will be dissolved once power has been transferred. Jeremy Bowen reports.

A great deal of power has remained in the hands of the militias4 who did the fighting in the civil war. While Tripoli, the capital, looks bustling5 and open for business, sporadic6 violence continues.

The United Nations Secretary-General Ban Ki-Moon has warned the Security Council of a worsening humanitarian19 crisis in Mali. And he expressed concerns over human rights abuses in the north of the country. From the UN, Barbara Plett.

The Ukrainian President Viktor Yanukovych has signed into law a controversial bill that boots the status of the Russian language in Ukraine.
