A judge in the United States has ruled that the heavily indebted city of Detroit is eligible1 for bankruptcy2. Judge Steve Rhodes told a packed courtroom that the city was clearly insolvent3 when bankruptcy was declared in July, the largest such municipal filing in the US history.
