The humor here is that although Chandler is spending a lot of time shouting numbers, they don’t really mean anything. He simply asks Ross if he wants to run a "shotgun," play.
The shotgun play is a specific type of play in football where all of the receivers run as far as they can. They spread out from the quarterback (the thrower) like bullets from a shotgun.

Chandler: Hike!
This command begins the play.

Ross: Okay, this play, I want you to do a down and out to the right. Okay. Break!
"Down and out," as a football play means to run down the field and then cut to the left or to the right. This quick change in direction confuses the players who are chasing you. If done correctly, it should look like a capital L shape.
"Break," means to break from the huddle1 and get into positions.
Rachel: Wait, what am I gonna do?
Ross: You, you go long.
"go long," is another football play, this means to just run down the field as fast and far as you can. This kind of play is usually very exciting when it connects correctly. But they’re just making Rachel do it so she get’s out of their way.
Rachel: Wait, how long?
Ross: Until we start to look very small.
