In today's podcast, Guizhou provincial¹ education authorities say they want surveillance cameras installed in classrooms at universities, a plan one lawyer says violates the constitutional rights of educators.

Education officials in the southwestern province sent a document to universities on November 20 requiring them to have CCTV cameras cover all classroom lectures and tutorials "to build an all-round oversight² system for teaching quality control."

The official document is available online and the news prompted four lawyers to write to Guizhou's education authorities to ask for them to provide a legal basis for spying on teachers and the funding sources andbudget for the surveillance.

The education authorities in Guizhou said the cameras would help improve the system for appraising³ professors, but Wang Xu, an associate professor at Renmin University in Beijing, said the real purpose was to monitor them.

Educators should enjoy basic freedoms when running their classes and this right is enshrined in the country's constitution, he said.

Teachers must abide⁴ by the law, Wang said, and they would be held accountable for views deemed unlawful, such as those promoting separatism.

王说教师必须遵守法律，对像是宣传分裂主义的非法言论要负有法律责任。

The professor added that neither the Higher Education Law nor the Teachers' Law gave the province's education authorities the right to install CCTV cameras. Instead, it was enforced via an administrative⁵ order, he said, further proof of the rampant⁶ bureaucracy haunting education in China.
