　　Congratulatory Message by President Xi Jinpingto the First Annual Conference of the CICA Non-governmental Forum¹

　　值此亚信非政府论坛首次年会开幕之际，我谨代表中国政府和人民，并以我个人的名义，向会议的召开致以热烈的祝贺，向出席会议的各方嘉宾表示热烈欢迎。

　　As the CICA Non-governmental Forum holds its first annual conference, I wish to extend, on behalfof the Chinese government and people and in my own name, warm congratulations to theconvocation of the conference and hearty² welcome to all the guests attending the conference.

　　亚洲相互协作与信任措施会议(亚信)成立23年来，在建立和落实信任措施、增进不同文明对话、促进共同发展等方面作出不懈努力，取得积极进展，已成为亚洲国家探索亚洲安全治理模式的重要机制。

　　Since it was founded 23 years ago, the Conference on Interaction and Confidence BuildingMeasures (CICA) has made unremitting efforts to establish and implement³ confidence buildingmeasures, enhance dialogue among civilizations and promote common development. Muchprogress has been achieved, making CICA an important mechanism⁴ for Asian countries to exploreways of security governance in Asia.

　　去年5月，我在上海亚信第四次峰会上提出，亚洲各国应当寻求共同、综合、合作、可持续安全，探讨建立地区安全与合作新架构。我们在加强自身合作的同时，要坚定致力于同其他地区国家、其他地区和国际组织的合作，努力实现双赢、多赢、共赢。中方作为亚信主席国，将同亚信成员国及其他亚洲国家一道，致力于实现上述目标，使亚信为促进亚洲安全和稳定发挥更大作用。

　　In May last year, I proposed at the Fourth CICA Summit in Shanghai that Asian countries need toseek common, comprehensive, cooperative and sustainable security and discuss the establishmentof a new regional security cooperation architecture. While enhancing cooperation amongourselves, we should also be firmly committed to cooperation with countries in other parts of theworld, other regions and international organizations so as to achieve win-win outcomes for all. Asthe chair of CICA, China will work with CICA members and other Asian countries to attain⁵ theseobjectives and enable CICA to play a greater role for security and stability in Asia.

　　探索本地区安全之路，促进亚洲地区不同文明、地域、种族、宗教互尊互信、和谐共生，民间力量不容低估。前政治家、外交家、专家学者、媒体精英、致力于民间友好交流的非政府组织等，均可为此发挥作用。这也是我在去年上海亚信峰会上倡议成立亚信非政府论坛的初衷。我们要形成民间交流网络，为广泛传播亚信安全理念、提升亚信影响力、推进地区安全治理营造更好的条件。

　　One should never underestimate the role of non-governmental sectors⁶ when exploring the region’spath towards security and promoting mutual⁷ respect, mutual trust and harmonious⁸ co-existenceamong different civilizations, regions, races and religions in Asia. Former political leaders, diplomats,experts, scholars, media professionals and non-governmental organizations dedicated⁹ to people-to-people exchanges can all play a positive role. This is why I proposed the establishment of CICAnon-governmental forum at the CICA Summit last year. We need to put in place a non-governmental exchange network and foster better conditions for spreading the CICA concept ofsecurity, increasing CICA’s influence and promoting regional security governance.

　　本次年会以“未来十年的亚洲：安全与发展”为主题，旨在推动对新形势下亚洲和平与发展的更广泛思考。希望各方代表和嘉宾集思广益、坦诚交流，为推动构建亚洲命运共同体、推进亚洲和平与发展出计献力!

　　With “Asia in the Next Decade – Security and Development” as its theme, the annual conferenceaims to encourage more deliberations on Asia’s peace and development under the new conditions.We hope all participants will pool their wisdom through sincere exchange of views and contributeinput to building an Asian community of common destiny and promoting peace and security inAsia.
