The Beijing city government has started banning certain cars and government vehicles from its roads in an effort to ensure skies are clear for the upcoming WWII anniversary parade on September 3.

为了保障9月3日举行的二战胜利阅兵仪式，北京市政府已经开始对特定车辆以及公务用车实行了停驶措施。

Starting August 20, drivers will be limited to taking their vehicles out in Beijing and other cities depending on license¹ plates that end with odd or even numbers.

从8月20日起，北京及其他城市将按照单双号采取限流措施。

Four-fifths of government vehicles are to be kept off roads each day leading up to the WWII commemoration.

为了保障此次阅兵仪式，每天将有五分之四的公务用车禁止上路。

Beijing and Tianjin, along with the provinces of Hebei, Shanxi, Shandong and Henan, and Inner Mongolia region will limit industrial, power plant and construction activity from August 28 to September 4, said Zhang Gong, the capital’s vice² mayor.

北京市副市长张工指出，从8月28日到9月4日，将对京、津、冀、晋、蒙、鲁、豫七省区市的发电厂，以及工业活动采取限制措施。

Some 10,000 factories will stop operations or cut production and more than 40,000 construction sites will be closed to help clear the oft-polluted skies above Beijing, Zhang said. The efforts are intended to reduce emissions³ of major air pollutants⁴ by 40 percent in Beijing and 30 percent in other areas compared to the same period last year.

Zhang added that emergency measures will be considered for cutting pollution if weather conditions are a problem, although he did not provide details on what those actions might entail⁵.
