 　　Non-discrimination principle 非歧视原则

　　China is now a member of world trade organization.  现在中国成了世界贸易组织的成员。

　　As a member of WTO, China will have to make some changes in its economic policies so that it can follow the routines practiced by other WTO members.  作为世贸成员，中国的经济政策将发生一衅改变，以便同其他世贸成员遵循相同的章程。

　　Is it fair to China, do you think? 你认为这对中国公平吗？

　　It's a hard question, but I'm sure the reexamination of China's economic policies in the past may lead us to a right answer to the question.  这是一个很难回答的问题。但我确信重新检验了过去曾引导我们找到正确方向的中国的经济政策。

　　After the establishment of new China, our government employed numerous economics policies to stimulate¹ the growth of China's economy.  在新中国成立之后，中国政府制定了许多经济政策以刺激经济的增长。

　　We can infer that the non-discrimination principle is one of the most important principles of WTO agreement.  我们可以断定非歧视原则是世贸协议中最重要的。

　　This principle requires equal treatment of domestic and foreign enterprise.  这些原则要求平等对待本土企业和外国企业。

　　Does the principie also apply to domestic enterprise of different ownerships? 这些原则同样适合那些不同所有制的国内企业吗？

　　Yes, it does.  是的。

　　Domestic enterprises of different ownerships enjoy equal rights for the non-discrimination principle grants equal rights to enterprises,  不同性质的国内企业享有平等的权利，因为非歧视性原则赋予所有企业平等的权利，

　　regardless of their nationality and ownership.  不管他们是国内还是国外的。

　　I have found that although changes of China's economic policies are numerous， 我发现尽管中国经济政策的变化是巨大的，

　　these changes are largely based on the most important economic principle of WTO agreement-non-discrimination principle.  这些变化是基于世贸协议重要原则——非歧视原则。

　　Such an understanding of principle of the changes may help us not only to have a good insight into the changes, 就像对政策变化的理解不仅能帮我们洞悉这些变化，
