Six guidelines for China's IT development were released on Wednesday, after two years of preparation.
The general objective of the strategy is to transform China into a great internet stronghold.
Zhuang Rongwen, with the Cyberspace1 Administration of China, said the six documents target various aspects of carrying out the strategy.
"The first document focuses on coordinated2 promotion3 of IT technologies in central and local governments, and between the Party, government and military. It also discusses coordinating4 the roles of the market and government, focusing on interim5 and long-term targets, and major issues of informatization in various fields.
The second document discusses developing core technologies to achieve a positive outcome.
The third guideline focuses on boosting informatization in economics, politics, culture, society, and also mentions ecology, national defense6 and the military.
The fourth discusses a people-oriented approach to implementation7 of the strategy.
The fifth covers network and information intercommunication, highlighting the role of informatization in global management and broadening the country's international influence.
And the last one is tasked with ensuring network security during the informatization process.
The top priority of the informatization project in its next phase is to strengthen the country's ability for development, the entire plan is to be implemented8 in three steps.
The primary goal is to ensure informatization becomes a leading force of modernization9 in the country by 2020.
"The milestone10 for the first step is set in 2020, when the key technologies achieve an advanced international level, the competitiveness of information industry upgrades significantly on a global scale, and informatization becomes the leading force of modernization."
The the second step is to establish an internationally advanced mobile communication network by 2025 and rid the country of its dependence11 on foreign key technologies.
At the same time, the country strives towards well-developed advanced technologies industries, leading applications and infallible cyber security; with major transnational internet information enterprises and competitiveness taking shape.
The milestone for the third step is set for the middle of this century, when informatization will play a pivotal role in establishing a prosperous, democratic, civilized12 and harmonious13 modern socialist14 country.
By that time, China is expected to be a great nation of internet, and a leader in the development of informatization around the globe.
